COUNCIL ON HIGHER EDUCATION (CHE) The South African Council on Higher Education (CHE) is an independent statutory body established by the Higher Education Act (Act No. 101 of 1997, as amended). As the Quality Council for Higher Education in terms of the National Qualifications Framework Act (Act No 67 of 2008, as amended) it advises the Minister of Higher Education, Science and Innovation on all higher education matters and is responsible for quality assurance and promotion through the Higher Education Quality Committee (HEQC). The Management of the Higher Education Qualifications Sub-Framework (HEQSF) is one of four programmes developed to facilitate the implementation of the CHE’s Strategic Plan 2020 – 2025. Its purpose is to manage the further development and implementation of the HEQSF, related policies and frameworks, and activities undertaken in collaboration with the South African Qualifications Authority (SAQA), other quality councils (QCs), the Department of Higher Education and Training (DHET), Universities South Africa (USAf), professional bodies and relevant regional and international bodies and networks. Applications are invited from interested and suitably qualified candidates for appointment to the following position: PROJECTS OFFICER: MANAGING THE HIGHER EDUCATION QUALIFICATIONS SUB-FRAMEWORK (12 MONTHS FIXED-TERM CONTRACT) EMPLOYMENT PACKAGE R316 791 - R373 167 PA The CHE seeks a person with appropriate experience and expertise to be appointed to this position. The successful candidate will be reporting to the Acting Director: Quality Assurance and Promotion Coordination.
▪ Assisting the Director and Managers with identifying, mitigating and monitoring project risks;
▪ Maintaining an up-to-date database of project team members, external experts and other key stakeholders; ▪ Liaising with project stakeholders, responding to their queries and providing necessary project information to them. Minimum requirements ▪ Bachelor’s degree, preferably with Project Management as a major; ▪ Three (3) years’ demonstrable project management support experience; ▪ High level understanding of the higher education sector; ▪ Good understanding of the National Qualification Framework (NQF) in general, and the HEQSF in particular; ▪ High level proficiency in computer applications, including the use of project management and statistical data analysis packages; ▪ Demonstrable knowledge of budgeting processes and financial management; ▪ Good understanding of supply chain management processes within the context of the Public Financial Management Act and the relevant National Treasury regulations.
