COUNCIL ON HIGHER EDUCATION (CHE) The South African Council on Higher Education (CHE) is an independent statutory body established by the Higher Education Act (Act No. 101 of 1997, as amended). As the Quality Council for Higher Education in terms of the National Qualifications Framework Act (Act No 67 of 2008, as amended) it advises the Minister of Higher Education, Science and Innovation on all higher education matters and is responsible for quality assurance and promotion through the Higher Education Quality Committee (HEQC). The Management of the Higher Education Qualifications Sub-Framework (HEQSF) is one of four programmes developed to facilitate the implementation of the CHE’s Strategic Plan 2020 – 2025. Its purpose is to manage the further development and implementation of the HEQSF, related policies and frameworks, and activities undertaken in collaboration with the South African Qualifications Authority (SAQA), other quality councils (QCs), the Department of Higher Education and Training (DHET), Universities South Africa (USAf), professional bodies and relevant regional and international bodies and networks. Applications are invited from interested and suitably qualified candidates for appointment to the following position: MANAGER: HIGHER EDUCATION QUALIFICATIONS SUB-FRAMEWORK (12 MONTHS FIXED-TERM CONTRACT) EMPLOYMENT PACKAGE R549 942 – R647 811 PA The CHE seeks a person with appropriate experience and expertise to be appointed to this position. The successful candidate will be reporting to the Acting Director: Quality Assurance and Promotion Coordination.
▪ Coordinating the involvement of the CHE in multilateral projects under the auspices of the Southern African Quality Assurance Network (SAQAN), African Quality Assurance Network (AfriQAN), Harmonisation of the African Quality Assurance and Accreditation (HAQAA), the Pan-African Quality Assurance Framework (PAQAF), and the International Network of Quality Assurance Agencies in Higher Education ( IQAAHE);
▪ Monitoring developments relating to, and the implementation of, the Southern African Development Community (SADC) Higher Education Protocol, SADC Regional Qualifications Framework, SADC Credit Accumulation and System, the Addis Convention, the UNESCO Convention and other conventions on the recognition of higher education qualifications, and assess their implications to the work of the CHE; ▪ Providing support to the Acting Director: Quality Assurance and Promotion Coordination in the processes of identifying suitable external experts to be appointed as peer academics on HEQSF and NQF-related projects, in developing their terms of reference and in monitoring their performance against the terms of reference.
Minimum requirements ▪ Master’s degree in Education or in a relevant discipline within the Social Sciences and/or Humanities. PhD in the same fields of study would be an added advantage; ▪ Five (5) years’ demonstrable experience in any of the following: (a) curriculum development and/or review (b) preparing institutional applications for the accreditation of programmes (c) aligning programmes to the HEQSF at institutional level (d) evaluating programmes for the CHE • High level understanding of the National Qualification Framework (NQF) in general, and the HEQSF in particular; • Good understanding of the higher education policy and legislative frameworks; • Good understanding of the roles of professional bodies in the education and training system; • Excellent project management skills; ▪ Proficiency in computer skills, including the use of statistical data analysis packages Competencies ▪ Academic development; ▪ Academic writing; ▪ Attention to detail; ▪ Conceptual thinking; ▪ Critical analysis; ▪ Curriculum development and review; ▪ Deadline conscious; ▪ Higher Education Qualifications Sub-Framework; ▪ National qualification frameworks; ▪ Planning and organising; ▪ Policy development and review; ▪ Problem solving; ▪ Project management; ▪ Stakeholder engagement; ▪ Verbal and written communication.
