PURPOSE: To provide strategic financial leadership to the CBE in achieving its organisational objectives, through developing and implementing financial governance and risk management practices and ensuring compliance with all accounting and regulatory standards. KEY RESPONSIBILITIES: 1. IMPLEMENT THE CBE’S FINANCIAL STRATEGIC PLAN • Ensure strategic alignment of the CBE with government policy in terms of vision, mission, values, ethics, policy and governance. • Develop the CBE’s medium-term strategic plan and oversee its implementation to achieve the CBE’s mandate. • Provide input into the capital expenditure budget required for macro projects. • Develop a fundraising model for the CBE and its Professional Councils. • Develop accounting and financial policies and procedures. • Serve as an Executive member on the CBE Council. • Ensure that policies are implemented at the CBE to serve as a framework within which to operate. 2. STRATEGIC MANAGEMENT OF THE CBE’S FINANCES • Direct the strategic budgeting processes and allocations to align with the CBE’s strategic objectives. • Monitor the implementation of cost-effective measures and ensure that operational expenditure is contained within agreed budgets. • Evaluate projects to establish whether anticipated returns have been attained. • Lead all reporting processes i.e. preparation, analysis and presentation within the Finance Division e.g. Financial, accounting, audit, operational reports, Council feedback, audit and other committees’ feedback. • Ensure compliance with regulatory and legislative requirements (Companies Act, Public Finance Management Act) and International Financial Reporting Standards (IFRS) guidelines, contribute content, reviews, reports, financial statements and appendages to the CBE’s annual and interim reports and strategic plan. • Ensure that sufficient funds are allocated to ensure the medium-term viability of the CBE. • Collate, tabulate and present appropriate reports/statistics as required on an ongoing basis by the CBE Council, Council sub-committees, Executives, Parliament and the Department of Public Works and Infrastructure (DPWI). 3. DEVELOP AND IMPLEMENT FINANCIAL GOVERNANCE AND RISK MANAGEMENT • Evaluate the content, conclusions and recommendations emanating from the audit report. • Submit the audit report to the Chief Executive Officer and other stakeholders with commentary and recommendations pertaining to the findings and identified controls for weaknesses. • Conduct ongoing follow up and monitoring of compliance with implemented controls and procedures. • Manage the development of control systems to ensure that risk is minimised. • Ensure compliance with control systems implemented to ensure sound financial and audit practice. • Manage the implementation of control mechanisms to ensure unqualified audit reporting. 4. STAKEHOLDER MANAGEMENT • Plan the internal audit process in line with company audit methodology. • Provide strategic input into the stakeholder relationship management strategy. • Measure and ensure service driven outcomes, and evaluate and report on results to DPWI. • Interact with organised stakeholder forums to develop positive stakeholder experience. • Ensure strategic interventions that would contribute to position the CBE as an industry thought leader. • Develop partnerships and share knowledge with relevant stakeholders that are of strategic importance to the CBE. • Oversee strategic interventions that will contribute to the CBE’s overall media profile and reputation, thereby enhancing the CBE’s stability and reputation. • Network on various platforms with industry thought leaders to share and discuss best practices. • Monitor trends and benchmark best practices nationally and internationally. HUMAN RESOURCES MANAGEMENT • Set performance objectives for subordinates. • Ensure that subordinates have signed Performance Agreements. • Conduct quarterly appraisals for subordinates. • Draw up action plans to address poor performance for subordinates. • Identify training needs for subordinates. • Ensure ongoing training and development of subordinates. • Manage employee relations with direct reports in accordance with policies, procedures and legal requirements. PURPOSE: To align the Operations Business Plan with Council for the Built Environment’s (CBE) strategy and strategically implement Business Plan through leadership and guidance. KEY RESPONSIBILITIES: 1. IMPLEMENT THE CBE’S STRATEGIC BUSINESS PLAN • Conduct research and group discussions to provide input into the CBE strategy. • Develop the divisional business plans in accordance with the CBE’s priorities. • Present the unit’s business plans to the CBE Council for approval. • On behalf of the unit, submit the CBE’s strategic plans and annual performance plans (APP) to enable planning of their implementation. • Adjust or modify business plans for final approval. • Upon approval, communicate the business plan to the CBE’s Transformation Division. • Obtain and secure associated resources to enable the implementation of the business plan. • Implement the business plan in accordance with policies, procedures and legal requirements. • Ensure that policies implemented at the CBE serve as a framework within which to operate. 2. IMPLEMENT THE CBE’S MANDATE OF TRANSFORMATION IN THE BUILT ENVIRONMENT • Identify and propose solutions to challenges encountered in the Built Environment Professions through research and development. • Develop and implement policies that will grow and sustain the Built Environment Professions. • Act as the first point of contact in dealing with policy issues with stakeholders. • Develop and implement interventions that will promote health and safety, environmental protection, human resource skills development, good governance, and uniform application of norms and guidelines in the built environment. • Develop and maintain knowledge and information necessary for good governance in the Built Environment Professions. • Propose amendments to National Policy. • Conduct research and development on built environment legislation and amendments / interventions. • Monitor trends and challenges in implementing health and safety policies in the built environment. • Conduct policy awareness and ensure their consistent application within the Built Environment Professions. • Ensure recognition of the Councils for the Built Environment Professions as bodies responsible for education and training standards as per the SAQA Act. • Promote the CBE’s mandates, services and awareness through networking / convening conferences, workshops and seminars. 3. MANAGE TRANSFORMATION DIVISION BUDGET • Analyse the business plan to determine its financial requirements. • Obtain the budgetary prescriptions from the Finance Division. • Determine the financial allocations in accordance with deliverables. • Compile a comprehensive operating budget, indicating the financial requirements of each element in accordance with budgeting guidelines. • Submit budget for approval in accordance with policies and procedures. • Upon receipt of approved budget, communicate figures to each sub-department. • Ensure, in collaboration with the Chief Financial Officer (CFO), that the necessary financial planning is conducted therefore ensuring capital requirements when required. • Ensure, in collaboration with CFO, the cash flow position of the CBE is positive at all times to prevent non-delivery of services. • Monitor expenditure against the budget and ensure spending occurs within budgetary restrictions. • Ensure that only authorised overspending is approved in accordance with procedures. • Peruse monthly expenditure statements from the Finance department and address anomalies. 4. STAKEHOLDER MANAGEMENT • Develop, maintain and enhance strategic stakeholder relationships, including but not limited to business, donors and other collaborating partners. • Work collaboratively with the CBE’s internal units. • Establish and maintain effective working relationships. • Solve problems creatively whilst demonstrating a high level of integrity. • Maintain professional relationships that align with the CBEs’ core values. • Maintain effective and efficient communication channels. HUMAN RESOURCE MANAGEMENT • Lead and manage the Transformation Division’s management team towards achieving set divisional objectives and targets by ensuring the division is high performing. • Ensure the roles and responsibilities of the Transformation Division’s management team is clarified, and performance objectives are set and managed. • Conduct performance reviews in accordance with policies and procedures and take corrective actions where necessary. • Ensure a management succession plan is implemented in the Transformation Division. • Build a pro-active environment where the Transformation Division's management team takes responsibility for results. • Manage the Transformation Division's management team in accordance with policies, procedures and legal requirements. • Identify critical skills essential for the sustainability of service delivery and develop succession plans accordingly. • Ensure ongoing training and development of subordinates. PURPOSE: The Chief Shared Services Officer provides strategic direction and leadership in the areas of Research, Information Technology, Knowledge Management, Legal Services, Human Capital, and Special Programmes. KEY RESPONSIBILITIES: 1. PROGRAMME MANAGEMENT • As a member of the Executive Team, the incumbent must uphold, promote, and encourage, in word and deed, the desired organisational culture and core values; and purposefully seek to establish and maintain a culture that affirms and advances the CBE’s core values. • Ensure timely and accurate reporting according to the CBE’s statutory requirements and expectations; keep the Executive Team informed and demonstrate a commitment to open communication to fully participate in organisational problem-solving, decision making and strategic planning. • Lead and manage the Shared Services Division’s function and performance by developing people and processes that support the CBE’s vision, mission and core values. • Provide support, oversight, and direction to the Shared Services sub-departments, ensuring adequate staffing and optimal operation in accordance with the CBE’s needs and intentions. • Build, develop, and improve operations, processes, and procedures in the Shared Services Division to support the CBE’s strategic direction. • Oversee and advise the CBE on all legal matters. • Provide timely and accurate analyses of budgets, project proposals, cash flow and trends in the multiple Shared Services areas. • Enhance and/or develop, implement, and enforce policies and procedures that will improve the CBE's overall operations and impactful delivery on its mandate. • Lead the transformation of the CBE’s IT security programme, including knowledge management and coordination. • Guide the identification and implementation of various technology platforms and determine appropriate and cost-effective technology solutions that are strategically aligned to support the CBE’s overall goals and objectives. • Develop the Shared Services Division’s strategic plan and support the Shared Services team to develop unit plans and associated key performance indicators (KPIs) that align with this plan. • Lead the research agenda and provide advice on various issues pertaining to the built environment by establishing and maintaining the Knowledge Management Hub. • Develop and execute the knowledge management strategy in line with business strategic goals. • Lead special programmes pertaining to the built environment. 3.
