BUDGET MANAGEMENT • Obtain the budgetary prescriptions from the Finance Division. • Determine financial allocations in accordance with deliverables. • Compile a comprehensive operating budget indicating the financial requirements of each element in accordance with budgeting guidelines. • Submit the Shared Services’ department budget for approval in accordance with policies and procedures. • Communicate budget figures to each department upon receipt of the approved budget. • Conduct, in collaboration with the Chief Financial Officer (CFO), the necessary financial planning in order to ensure capital requirements. • Ensure, in collaboration with the CFO, that the cash flow position of CBE is always positive to prevent non-delivery of services. • Monitor expenditure against budget and ensure spending occurs within budgetary restrictions. • Ensure that any authorised overspending is approved in accordance with procedures. • Peruse monthly expenditure statements from the Finance department and address anomalies. HUMAN RESOURCE MANAGEMENT • Set performance objectives for subordinates. • Ensure that all subordinates have signed performance agreements. • Conduct employee appraisals for subordinates. • Draw up action plans to address poor performance of subordinates. • Identify training needs of subordinates. • Ensure ongoing training and development of subordinates. SECRETARY TO THE CHIEF OPERATIONS OFFICER (Basic salary pa: R 346 378.68 per annum) The Council for the Built Environment (CBE), located in Menlyn, Pretoria, has the above permanent position available for immediate appointment. PURPOSE: To provide secretarial support to the Chief Operations Officer (COO) and an administrative support function on all matters within the Unit. KEY RESPONSIBILITIES: 1. SECRETARIAL SUPPORT • Manage the diary of the COO. • Manage the content of emails and follows up on urgent emails to ensure they are actioned accordingly by the COO. • Schedule meetings and secure the appropriate meeting room. • Follow up on meetings / appointments with internal and external stakeholders. • Prepare the necessary documentation for scheduled meetings (e.g. maps, directions and parking arrangements). • Screen telephone calls and takes messages. • Direct messages to the correct role players in a professional manner. • Welcome the COO’s visitors on arrival at CBE. • Coordinate / prepare refreshments for the COO’s visitors. • Coordinate travel for employees in the Unit - prepare travel requisitions, arrange flights, accommodation and car hire. • Quality check all documents issued by the Office of the COO. • Act as liaison between internal and external stakeholders. 2. MONITOR THE UNIT’S ANNUAL PERFORMANCE PLANS (APP) • Assist in ensuring that all departments within the Office of the COO have project plans in place, aligned to the CBE’s Annual Performance Plan (APP). • Assist in ensuring that project plans of direct reports of the COO are signed and filed for easy reference. • Assist in ensuring monthly reports of the Unit are submitted and the evidence is filed. • Follow up on action items in relation to performance improvement. • Assist with the alignment of monthly and quarterly reports submitted by Programme Managers to approved project plans. • Collect and collate information for the COO’s signature. • Prepare and provide inputs into the monthly and quarterly reports for the COO’s office • Prepare the corporate calendar. • Manage tracking systems for internal and external documents and external queries. • Ensure adherence to correct submission processes for Council reports. • Manage tracking systems for internal and external documents and stakeholder queries. 3. ADMINISTRATION • Respond to basic queries from external stakeholders on behalf of the COO. • Take minutes at the COO’s meetings and distribute to the relevant role players. • Type business letters, memoranda and general correspondence for both internally and external purposes. • Assist in conducting research and preparation of speeches / presentations for the COO. • Assist in preparation and monitoring of the budget for the COO’s Office. • Ensure that effective and efficient administrative processes are in place. • Review the electronic filing system on a regular basis. • Assist the COO to monitor: ✓ delivery of key tasks ✓ implementation of resolutions from Council, Council Committees and EXCO meetings ✓ governance and compliance • Coordinate stationery requirements for the Unit. • Facilitate the coordination of internal events for the Unit. • Ensure all documentation for events is authorised. • Assist with other administrative duties as and when required.
