COUNCIL FOR THE BUILT ENVIRONMENT (CBE) APPEAL COMMITTEE CHAIRPERSON The Council for the Built Environment (CBE) is a statutory body established under the Council for the Built Environment Act, 43 of 2000 (the CBE Act). It is a Schedule 3A Public Entity that reports to the Department of Public Works and Infrastructure. The CBE is an overarching body that coordinates certain functions of the six Councils for the Built Environment Professions (architecture, landscape architecture, engineering, property valuation, project and construction management and quantity surveying); - all operating within the built environment for the purpose of promoting and protecting the interest of the public in the built environment. APPLICATIONS ARE INVITED FROM SUITABLY QUALIFIED AND EXPERIENCED CANDIDATES FOR APPOINTMENT AS CHAIRPERSON OF THE STATUTORY APPEAL COMMITTEE OF THE COUNCIL FOR THE BUILT ENVIRONMENT Closing Date: 31 March 2023 @ 16:00 The Council for the Built Environment (CBE) has the statutory mandate to decide an appeal lodged by any person aggrieved by a decision of any of the six Councils for the Built Environment Professions (CBEP). The CBE is obligated by its enabling legislation to appoint an Appeal Committee to conduct appeals in terms of section 33 of the Constitution of the Republic of South Africa (Act No. 108 of 1996). It is required of the Appeal Committee to decide appeals within 60 days from their date of lodgement. The Appeal Committee consists of three members. Legislation further prescribes that one member must be a person qualified in law with appropriate experience. This member will be appointed as the Chairperson of the Appeal Committee. The duties and the scope of work of a Chairperson of the Appeal Committee include, but are not limited to:
The nature of the appointment requires that the applicant demonstrates leadership qualities, integrity, independence, dedication, good communication skills, analytical ability and independent judgement. The applicant must further possess and demonstrate the following academic qualifications, experience and competencies:
Remuneration is at a rate of R 1800.00 per hour, excluding Value Added Tax (VAT). In addition, travel expenses will be reimbursed. The appointment will be for a period of three (3) years; and appointees will be utilised on a rotational basis. Applications must include: 1. Motivation justifying the applicant’s suitability 2. Comprehensive curriculum vitae (CV) 3. Certified copies of identity document and qualifications 4. The duties and the scope of work for a member of the Appeal Committee include, but are not limited to: a) Review documents submitted by the parties to an appeal for preparation of the appeal hearing b) Attend appeal hearings and committee meetings c) Provide expert opinion to the Appeal Committee, in writing if required by the Chairperson of the Appeal Committee d) Perform any other duties as directed by the Chairperson of the Appeal Committee The nature of the appointment requires that the applicant demonstrates leadership qualities, integrity, independence, dedication, good communication skills, analytical ability and independent judgement. The applicant must possess the following academic qualifications, experience and competence: a) Registration with the relevant CBEP (architecture, landscape architecture, engineering, property valuation, project and construction management and quantity surveying) b) Seven (7) years post professional registration experience c) Knowledge of legislation governing the built environment professions and councils in relation to which appeals may arise d) Ability to provide expert opinion based on oral and written evidence submitted in support of an appeal e) Applicants must not be a Council or Committee member of a CBEP Remuneration is at a rate of R 1500.00 per hour, excluding Value Added Tax (VAT).
