THE OFFICER POSITION SUMMARY ADMINISTRATOR: MONITORING AND EVALUATION SUPPORT Job Level: Grade C2 per Patterson job grading system Reports to: Manager: Monitoring, Evaluation and Transformation Department and Location: Office of the CEO, CETA Head Office in Midrand, Gauteng Purpose of this Role To provide technical field support to the Monitoring and Evaluation unit. Work closely with CETA teams to assess and provide assurance on CETA operations and processes, their effectiveness and efficiencies maturity assessments and contribute to make recommendations as to the required improvements organisationally. To ensure the effective and efficient Support the M&E Manager in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects, both new and established throughout. Job Responsibilities: • Support the development and roll out of Monitoring and Evaluation Frameworks, guidelines, plans or tools to guide quality Monitoring and Evaluation in the projects. • Regularly review Monitoring and Evaluation plans, tools and other documents such as results matrices, reporting templates etc., as may be necessary in coordination with relevant colleagues or partners. • Assist in conducting periodic site visits to project sites, to ascertain and promote adherence to agreed standards and timelines of implementation. • Assist in providing feedback to project managers for programme revisions and amendments based on monitoring or evaluation findings. • Contribute towards the strengthening and deepening of monitoring and evaluation functions in CETA through regular monitoring checks of projects. • Ascertain use of appropriate Monitoring and Evaluation data collection methods. • Prepare periodic internal reports by providing Monitoring and Evaluation data and content, ensuring that results are aligned to indicators outlined in results matrices and that reports are results based to improve quality of credible reporting. • Prepare for project inception, attend inception meetings and develop work plans, and manage primary data collection for projects as required. • Identify gaps within projects and implement quality improvement plans to address identified gaps. • Ensure that data management documentation standards are adhered to at all times. • Live and demonstrate exemplary behaviours driven and anchored on / by CETA values. Desired skills, experience and competencies • Grade 12 / Matric. • National Diploma in the following: Internal Auditing, Accounting and Finance, Business Management, at least at NQF 6 or higher. • 2 years’ experience in an assurance related function or role, with elements of organisational processes’ monitoring and evaluation. • Knowledge of the following key legislations; BBBEE, Skills Development Act, EE Act, PPPFA, LRA and other labour regulations is essential. • Proficiency in Microsoft Office packages. • A valid driver’s license is an added advantage. The position also plays a key role in support of business processes, technologies, organisational efficiency, advisory on roles and processes to enhance performance and delivery by the CETA. Job Responsibilities: • Assumes an advocacy role within CETA and external to it, in respect of the transformation agenda, diversity management and cultural integration. • Monitor and report on implementation of CETA transformation charter as approved by Board. • Conduct transformation related benchmarks with other entities and geographies. • Working with various line managers to assist to design and deliver transformation change strategies, processes and interventions that support the CETA’s ambition to be a high performing organisation. • Conduct impact analyses and assess CETA change readiness. • Monitor and report on transformation strategies and action plans across the organisation. • Develop organisational assessment procedures, interpret results, and prepare recommendations and action plans. • Contribute to the development of transformation policies and procedures. • Identify, risks and problems and recommend action plan based on timeously solutions. • Assist in identifying and adhering to risk prevention principles, sound governance and compliance processes, and tools to identify and manage risks in relation to the transformation agenda. • Support and provide evidence to all internal and external audit requirements in relation to job function. • Contribute to the review and update of the CETA policies and procedures in influencing organisation transformation. • Prepare and submit to supervisor accurate, complete and credible monthly reports as required for consolidation and tabling at monthly EXCOs. • Assist line managers with developing communication plans as part of their transformation projects. • Enable capability development in CETA, in support of transformation and cultural change. • Ensure adherence to PFMA and CETA procurement policies in discharging functionary responsibilities. • Live and demonstrate exemplary behaviours driven and anchored on / by CETA values.
