CONSTRUCTION EDUCATION AND TRAINING AUTHORITY (CETA) OFFICER: TRANSFORMATION (REFERENCE CETA-036-OT: OCEO) Background on CETA The Construction Education and Training Authority (CETA) is a Schedule 3A Public Entity established in terms of the Skills Development Act, No.97 of 1998. It exists primarily to facilitate training and skills development in the construction sector within the context of the National Qualifications Framework (NQF). The CETA has its licence period that will expire on 31 March 2030 and seeks to appoint experienced and ethical individual for the Officer position indicated below. Purpose of this Role To provide coordination, implementation and administrative support to drive the CETA’s transformation and change agenda, to ensure the effective and efficient coordination and monitoring of transformation goals in support of the execution of the overall strategy. The position also plays a key role in support of business processes, technologies, organisational structure, job roles and systems. Job Responsibilities: • Assumes an advocacy role within CETA and external to it, in respect of the Transformation Agenda of CETA diversity management and cultural integration. • Monitor and report on implementation of CETA transformation charter as approved by Board. • Conduct transformation related benchmarks. • Perform all duties and responsibilities in line with applicable Act, Regulations and per CETA relevant policies and procedures. • Working with various line managers to assist to design and deliver change strategies, processes and interventions that support the CETA’s ambition to be a high performing organisation. • Conduct impact analyses and assess CETA change readiness. • Monitor and report on change strategies and action plans across the organisation. • Develop organizational assessment procedures, interpret results, and prepare recommendations and action plans. • Contribute to the development of transformation policies and procedures. • Identify, risks and problems and recommend action plan based on timeously solutions. • Assist in identifying and adhering to fraud controls, risk prevention principles, sound governance and compliance processes, and tools to identify and manage risks in relation to the transformation Agenda. • Support and provide evidence to all internal and external audit requirements. • Maintain quality risk management standards in line with relevant requirements. • Contribute to the review and update of the CETA policies and procedures. • Prepare and submit to supervisor accurate, complete and credible monthly reports as required for consolidation and tabling at monthly EXCOs. • Assist line managers with developing communication plans as part of their transformation projects. • Enable capability development in CETA, in support of transformation and cultural change. • Compile monthly Communication as required. • Ensure expenditure is in line with budget requirements in line with M&E Unit. • Ensure adherence to PFMA and CETA procurement policies • Live and demonstrate exemplary behaviours driven and anchored on / by CETA values. • Contribute to the financial sustainability of CETA by ensuring no wasteful and fruitless expenditures are incurred in responsibility. Desired skills, experience and competencies • Grade 12 matric plus four Degree (NQF 7) in Human Resource Management focused in Organisational Development, or equivalent professional knowledge gained through the significant experience working as an OD specialist or as an HR generalist with an OD focus • Minimum 3-5 years organisational development or transformation experience • Experience and knowledge of change management principles, methodologies and tools • Able to demonstrate up to date knowledge of theory and good practice in key areas: - Organisation development particularly around change management and developing organisational culture. • Track record in delivering successful OD projects and supporting major organisational change. influencing, building and sustaining relationships in order to achieve results. • Project Management and/or Policy Development qualification will serve as an added advantage • Knowledge of following legislations; BBBEE, Skills Development Act, EE act, PPPFA, LRA and other labour regulations. • Proficiency in Microsoft Office packages. Remuneration and Benefits Remuneration for this role is a negotiable basic plus benefits package per annum, in line with the CETA Remuneration Policy and the applicable salary scales. A competitive package will be negotiated to attract best candidates.
