THE COMPETITION TRIBUNAL (Established by the Competition Act No. 89 of 1998) The Competition Tribunal (“the Tribunal”) was established in terms of the Competition Act No. 89 of 1998. It is responsible for adjudicating prohibited practice and merger cases. In terms of section 35 of the Competition Act, 1998, the Chairperson of the Competition Tribunal hereby invites applications for the following position in the Tribunal (Pretoria). CHIEF FINANCIAL OFFICER (TWO-YEAR CONTRACT) Total Cost to Company Annual Salary starting at R1 976 518 Reporting to the Chairperson, the Chief Financial Officer is responsible for directing and leading the financial management, reporting, administration, and procurement function of the Competition Tribunal in accordance with relevant statutory requirements, regulations and standards in order to support the delivery of the Tribunal goals as contained in the strategic and business plans. The CFO is the custodian of financial management discipline and reporting compliance. We are looking for a dynamic, hardworking and committed individual who meets the following requirements: Qualifications and experience ▪ B.Com Accounting or B-Compt Honours degree majoring in Accounting or related field. ▪ Chartered Accountant (SA). ▪ 10 years’ experience in a financial environment, post-articles, with at least 3 years’ senior management experience. ▪ Knowledge of Generally Recognised Accounting Practices (GRAP), IFRS, PFMA and Treasury Regulations. ▪ Good understanding of the public sector budgeting process. The successful candidate must have: ▪ Strong business and financial acumen ▪ Computer literacy in MS Office packages, with high level Excel skills and Pastel and CaseWare ▪ Strategic decision making ▪ Attention to detail ▪ Information monitoring ▪ Leadership capability ▪ Planning and organizing skills ▪ Presentation skills ▪ Report writing skills The main responsibilities of the incumbent will, inter alia, include: ▪ Leading and managing the Finance Division and be responsible for the effective and transparent use of resources and systems. Contributing to effective financial decision making, implementation and reporting to the Chairperson and relevant committees. Direct the financial strategy of the Tribunal to ensure availability of adequate financial resources. ▪ Developing and maintaining financial management policies, procedures, processes and systems to promote efficiency in the finance function. Prepare financial statements and ensuring compliance with all relevant statutory requirements, regulations, and standards. ▪ Managing the budgeting process while contributing to effective strategic and business planning systems and ensuring timely management reporting. Oversee all accounts, ledgers, and reporting systems and ensure compliance with appropriate accounting standards, regulatory and audit requirements. ▪ Ensuring effective financial and risk management and proactively managing internal control and external audit activities. Leading the Supply Chain Management (SCM) function in line with relevant legislation and internal policies and procedures. Overseeing the assets management function.
