DIRECTORATE: MUNICIPAL MANAGER’S OFFICE POSITION: SENIOR MANAGER CORPORATE SERVICE REF NO: MMO01/13/04/22 DURATION: FIVE (5) YEAR CONTRACT NOT EXCEEDING ONE YEAR AFTER THE NEW TERM OF COUNCIL (THE SUCCESSFUL CANDIDATE WILL SIGN AN EMPLOYMENT CONTRACT AND PERFORMANCE AGREEMENT). REMUNERATION: R894 447 – R1, 022, 226 – R1, 333, 463 (ALL-INCLUSIVE PACKAGE IN LINE WITH UPPER LIMITS AS PER GOVERNMENT GAZETTE NO.43122) MINIMUM REQUIREMENTS: Grade 12 Certificate. Bachelor Degree in Public Administration/ Management, Law or Equivalent qualification. A valid Code B driver’s license. Certificate Program in Municipal Development (CPMD) or Municipal Finance Management Program (MFMP) (Minimum competencies) or Executive Leadership Municipal Development Program (ELMPD) or Equivalent will be an added advantage. If the appointee has not yet attained the minimum competency qualification in terms of Government Gazette No 29967 dated 15 June 2007, as amended in October 2018 he/she will be required as a condition of appointment to complete this training within a specific period of time. EXPERIENCE: Minimum of Five (5) years at middle management level and haver proven successful management experience in administration. KNOWLEDGE: Good knowledge of and understanding of relevant policy and legislation, good knowledge and understanding of institutional governance systems and performance management, good knowledge of corporate support services including human resource; legal services, facility management, information communication technology and council support. Good knowledge of supply chain Management regulation and the preferential Procurement Policy Framework Act, 2000(Act No 5 of 2000) Good governance; Labour relations Act and other Labour –related Prescripts; legal Background and human capital management and Knowledge of coordination and oversight of all specialised support functions. Manage human resource of the municipality and ensure sound employment relations, provide efficient and effective information communication technology, manage council support, manage and ensure effect and efficient functioning of municipal satellite offices, manage auxiliary services. Provide strategic support and oversee the provision of support services in all divisions within the directorate. Manage corporate service department’s budget. Compile directorate’s monthly, quarterly, mid-term reports in line with the legislative requirements for council and other organs of state. Lead, develop and manage staff and all related matters.

Bachelor of Science Degree in Engineering/ BTech: Engineering or equivalent. A valid Code B driver’s license. Computer literacy in MS Word, Excel, Project and PowerPoint. Registration with a professional body ECSA and a Certificate Program in Municipal Development (CPMD) or Municipal Finance Management Program (MFMP) (minimum competencies) will be an added advantage. Proficiency in Engineering Codes and Standards pertaining to Municipal Infrastructure Projects. Knowledge in electrical and civil services will be an added advantage. * EXPERIENCE: Minimum of five (5) years at middle management level, or as programme/project manager and 3-4 years must be at professional/management level engineering management experience. Manage Intensive Projects in line with the Extended Public Works Programme (EPWP) framework and reporting requirements. Manage related Municipal Infrastructure Grant (MIG) Programs. Develop and maintain Municipal roads and Infrastructure. Create partnerships and manage stakeholder relations. Manage coordination of electrification Projects, Manage coordination of water and sanitation in the municipality. Provide and ensure an effective and efficient functioning municipal mechanical workshop. Provide Strategic support and oversee the provision of support services in all divisions within the directorate. Manage Technical Services department’s budget. Compile directorate’s monthly, quarterly, mid-term reports in line with the legislative requirements for council and other organs of state. Lead, develop and manage staff and all related matters. Ensure legal compliance in terms of Occupational Health and Safety Act and other relevant legislations.
DIRECTORATE: MUNICIPAL MANAGER’S OFFICE POSITION: CHIEF FINANCE OFFICER REF NO: MMO03/13/04/22 DURATION: FIVE (5) YEAR CONTRACT NOT EXCEEDING ONE YEAR AFTER THE NEW TERM OF COUNCIL REMUNERATION: R894 447 – R1, 022, 226 – R1, 333, 463 (ALL-INCLUSIVE PACKAGE IN LINE WITH UPPER LIMITS AS PER GOVERNMENT GAZETTE NO.43122) MINIMUM REQUIREMENTS: Grade 12 Certificate. B. Com in Accounting, financial management, economics or any relevant qualification at NQF Level 7, Minimum competency as per the National Treasury: Local Government, Municipal Finance Management Act (MFMA): Minimum Regulation on competency Level, Gazette 29967 issued on the 15 of June 2007. Valid Driver’s License, Registration with professional body will be an added advantage. Develop and implement a budget spent management system to monitor the budget to prevent over or under expenditures. Submit on a monthly, quarterly and annual basis, financial reports to the Executive committee inform the council on the financial position and performance of the organization and compliance thereof relevant legislature. Establish functional debt management and billing units to promote financial sustainability of the municipality. Compilation of the annual and mid-year financial statement (in line with GRAP) and submission of the former to the Auditor General and the latter to Treasury in time. Develop and implement a budget spent management system to monitor the budget to prevent over or under expenditures. Submit on a monthly, quarterly and annual basis, financial reports to the Executive committee to inform the council on the financial position and performance of the organisation and compliance thereof relevant legislature. Establish functional debt management and billing unit to promote financial sustainability of the municipality. Compilation of the annual and mid-year financial statement (In line with GRAP) and submission of the former to the Auditor General and the latter to Treasury in time. Ensure that all financial reconciliation is performed and that reports are submitted to relevant stakeholders. Establish a credible invoicing management system and ensure that creditors are paid within 30 days to ensure proper management of accounts payable. PLEASE NOTE: 1.
