YEARS’ OF EXPERIENCE: Minimum of 15 years in Electrical environment dealing with heavy current, 5 years of which should be in a local government environment.
HIGHER EDUCATION QUALIFICATION Electrical Engineering qualification (heavy current) or relevant qualification registered on the National Qualifications Framework. Certificate of Competency (GCC) as per the OHS Act 85 of 1993) Registration with the Engineering Council of South Africa or a recognised relevant professional body. Drivers’ Licence. Demonstrable heavy machinery experience (with utility background) dealing with similar capacity voltage. ADDED ADVANTAGE A Post Graduate degree will serve as an added advantage Certificate of Competency against minimum competency levels of 2007 issued in terms of the MFMA under GN No. 493 in GG No. 29967 of 15 June 2007. KNOWLEDGE Good knowledge and understanding of relevant local government policy and legislative framework; Good knowledge and understanding of institutional governance systems and performance management; Must have extensive knowledge of the public office environment: and Must be able to formulate engineering master planning, project management and implementation. Further, able to direct the conceptualisation of relevant policies and enhance cooperative governance relationships; Able to identify moral triggers, apply reasoning that promotes honesty and integrity and consistently display behaviour that reflects moral competence; Able to plan, prioritise and organise information and resources effectively to ensure the quality of service delivery and build efficient contingency plans to manage risk; Able to critically analyse information, challenges and trends to establish and implement fact-based solutions that are innovative to improve institutional processes in order to achieve key strategic objectives; Able to promote the generation and sharing of knowledge and information through various processes and media, in order to enhance the collective knowledge base of local government; Able to share information, knowledge and ideas in a clear, focused and concise manner appropriate for the audience in order to effectively convey, persuade and influence stakeholders to achieve the desired outcome; Able to maintain high quality standards, focus on achieving results and objectives while consistently striving to exceed expectations and encourage others to meet quality standards. KEY PERFORMANCE AREAS Develop, implement and manage strategic goals, policies, procedures and plans for the directorate and align them with the strategic objectives of the Municipality; Integrate service delivery in the context of the Council’s IDP and oversee implementation; Manage the department’s budget planning, implementation and budget; review to support priorities and deliverables in relation to the Integrated Development Plan; Provide advice and support to Council, the City Manager and other office bearers on all functions of the Department such as: maintaining the quality of electrical infrastructure services as per standard and legal prescripts; expanding and maintaining infrastructure in order to improve access to basic services and promote local economic development; maintaining quality of services as per standard and legal prescripts; ensuring effective Fleet management.
