REMUNERATION: The remuneration package will be in accordance with the Gazette no; 47538 of 18 November 2022 on the determination of Upper limits of total remuneration payable to Municipal Managers and Managers directly accountable to Municipal Managers. Minimum: R1 374 513.00 Midpoint: R1 620 698.00 Maximum: R1 904 319.00 REQUIREMENTS AND EXPERIENCE: Post Graduate Degree or relevant qualification registered on the National Qualifications Framework at NQF Level 8 in Public Administration or Public Management Studies or equivalent. Computer literacy and a valid driving license. The applicant should be a South African citizen or permanent resident of RSA. A minimum of 5 years related experience at middle management level and have proven successful Professional in Strategic Planning. Compliance with the Municipal Systems Act minimum competency requirements and MFMA minimum competency requirements under Government Gazette no 41996, dated 29 October 2018 is essential. Project management certificate or diploma, registration with a relevant professional body will be an added advantage. KNOWLEDGE: Good knowledge and interpretation of policy and legislation; good knowledge of performance management system; good governance and knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000). KEY PERFORMANCE AREAS: To lead and facilitate strategic planning and IDP co – ordination and policy formulation processes; monitor the implementation of the strategic plan and IDP; support sector planning exercise’s leaded by sector department; to render policy and research services; render internal and external communication services; render marketing services; provide administrative support to the Mayoral Committee; to facilitate cluster coordination; provide secretariat support to management committees; render Mayoral support services; promote and facilitate intergovernmental and international relations within the municipality. Strategically develop and/or implement policies, systems and procedures. Ensure correct application of relevant policies and procedures. Take responsibility for internal and external customer relations. Ensure that Council policies and relevant provincial legislation are implemented. Ensure that the vision and strategies are achieved through co-operation and teamwork. Registration with a relevant professional body and certificate of competency as required in terms of the General Machinery Regulations 1998 will be an added advantage. KEY PERFORMANCE AREARS: Provide strategic leadership/direction regarding infrastructural development, roads and storm water, energy, project planning and implementation, public transport, provision of potable water, purification, sanitation and networks. Ensure the development and implementation of strategies that will have a measurable positive impact in organisation productivity and financial performance. Provide an advisory service to the Accounting Officer and Council regarding relevant policy issues. Provide guidance on effective and efficient management strategies to ensure orderly and sustainable development regarding the implementation of the Integrated Development Plan. Take responsibility for internal and external customer relations. Ensure that Council policies and relevant provincial legislation are implemented. Ensure that the vision and strategies are achieved through co-operation and teamwork. KNOWLEDGE: Good Knowledge and understanding of relevant policy and legislation; institutional governance systems and performance management. Must have extensive knowledge of the public office environment, and be able to formulate engineering master planning, project management and implementation.
