MANAGER: HUMAN CAPITAL (KOMANI OFFICE) [Task Grade 16 Salary Scale R667 728.00 – R 866 751.00 per annum Plus Benefits] Total remuneration package: R1, 132 140 .97 per annum (Subject to certain conditions) Minimum Requirements: • Grade 12 • National Diploma or Bachelor’s Degree in Human Resources Management or relevant qualification at NQF level 6/7. • At least 5-7 years’ relevant experience of which 3 years must be at a Supervisory or managerial level. • Valid Driver’s License. • Knowledge and understanding of HR regulatory framework and information systems. • Experience in working in a unionized environment and bargaining processes. MUNICIPAL PUBLIC ACCOUNTS COMMITTEE MANAGER (KOMANI OFFICE) [Task Grade 16 Salary Scale R667, 728.00 – R 866 751.00 per annum Plus Benefits] Total remuneration package: R1, 132 140 .97 per annum (Subject to certain conditions) Minimum Requirements: • Grade 12 • National Diploma/Bachelor’s Degree in Public Administration or Bachelor of Laws 6/7. • At least 5-7 years’ relevant experience of which 3 years must be at a Supervisory or managerial level. • Valid Driver’s License Key Responsibilities (include but are not limited to): • Managing the Municipal Public Accounts Committee (MPAC) office. • Plan and conduct research and have innovation towards ensuring efficiency and effectiveness of the office. • Develop processes for MPAC projects as directed by council and the Municipal Manager on Strategies to ensure good governance. • Providing administrative, advisory services and strategies to the Municipal Public Accounts Committee (MPAC) and the Municipal Manager to ensure good governance. • Compile the MPAC Programme and integrate into the institutional calendar. • Plan the management of the MPAC activities and ensure logistical arrangements are made. • Organise for documentation and archiving of all MPAC activities. • Lead adhoc projects that may arise working with risk management and Internal Audit. • Directs management support to the secretarial work of the MPAC projects and Programmes. • Plan linkages with other spheres on matters of oversight. • Develop MPAC plan for consideration by the Committee (MPAC) MANAGER: ADMINISTRATION AND AUXILLIARY SERVICES (KOMANI OFFICE) [Task Grade 16 Salary Scale R667 728.00 – R 866 751.00 per annum Plus Benefits] Total remuneration package: R1, 132 140 .97 per annum (Subject to certain conditions) Minimum Requirements: • Matric • National Diploma/ Bachelor’s degree in public management and administration or relevant qualification at NQF level 6/7 • At least 5 - 7 years’ relevant experience of which three (3) years must be at a Managerial or supervisory level. • Valid driver’s licence Key Responsibilities (include but not limited to): • Ensure Council Support contribute towards organizational efficiency and effectiveness supporting the accomplishment of service delivery objectives. • Providing advice on building records management systems and the record keeping requirements of other business systems. • Ensure a safe and secure environment is promoted and maintained contributing to the economic and social well-being of the area. • Monitor preparation of agendas for Council Structures ▪ Managing operating and capital budget for the department • Ensure the key performance areas are identified, objectives aligned, and appropriate procedures developed and implemented on approval to guide and direct administrative compliance. MANAGER: CONTRACTS (KOMANI OFFICE) Task Grade 16 Salary Scale R667 728.00 – R 866 751.00 per annum Plus Benefits] Total remuneration package: R1, 132 140 .97 per annum (Subject to certain conditions) Minimum requirements: • Matric, • B. Comm degree in Economics & Supply Chain Management / National Diploma: Accounting or relevant qualification majoring with Accounting or Supply Chain Management at NQF Level 6/7. • At least 5 – 7 years relevant experience in procurement or Supply Chain of which five (3) years must be at managerial or supervisory level. • Valid Driver’s Licence Key Responsibilities (include but are not limited to): • Manage demand & Acquisition, contract management activities/Services (SCM Value Chain). • Develop, review and monitors contracts and Service Level agreements between the Municipality and the Service Providers. • Management of contractor performance and delivery with user departments. • Management of Bid processes. • Management of internal support to Departments on SCM matters and contracts. • Attend to audit findings raised by internal and external Auditors. • Develop and Implement a performance monitoring evaluation system that encompasses all projects for a particular financial year. • Monitor the implementation of the service delivery and budget implementation plans (SDIBIP) directly relating to the SCM Unit. • Compilation of statutory reports in terms of the MFMA and SCM Regulations. OCCUPATIONAL HEALTH & SAFETY MANAGER- (KOMANI OFFICE) [Task Grade 15: Salary Scale R593 048.00 – R 769 826.00 per annum plus benefits] TOTAL REMUNERATION PACKAGE: R 1, 012 760.82 per annum (Subject to certain conditions) Minimum Requirements: • Matric • National Diploma/ B degree in Safety Management or Occupational Health & Safety or relevant qualification majoring with occupational health & safety or safety management at NQF level 6/7. • At least 5 – 7 years’ relevant experience in occupational health & safety of which three (3) years must be at supervisory or managerial level. • Valid driver’s license Key Responsibilities (include but are not limited to): • Keeping abreast with developments and legislative imperatives supporting OHS matters pertaining to the Municipality. • Align and review the effectiveness of OHS programmes to the institution. • Analyse District OHS needs and develop programmes. • Managing training courses based on priorities determined through needs analysis. • Monitors, coordinates and provides advice pertaining to occupational health and safety matters. • Managing activities associated with the administrative and reporting requirements of the functionality. • Controls outcomes associated with utilization, productivity and performance of personnel within the unit. PROJECT MANAGER: PMU- (KOMANI OFFICE) [Task Grade 15: Salary Scale R593 048.00 – R 769 826.00 per annum plus benefits] TOTAL REMUNERATION PACKAGE: R 1, 012 760.82 per annum (Subject to certain conditions) Minimum Requirements: • Grade 12, • National Diploma in Civil Engineering or Bachelor of Technology in Civil Engineering or equivalent qualification at NQF Level 6/7 • Valid Professional Registration with ECSA, WISA and Natural Scientist • 5-7 years’ relevant experience of which 3 years must be at a Supervisory level. • Valid Driver’s License Key Responsibilities (include but are not limited to): • Interacting with the communities and identifying the needs for project planning. • Monitor inspections to establish projects statues and inspect work progress against agreed standards. • Report on completed projects and facilitate the hand-over. • Monitor contract performance standards and execute specific corrective measures to address deviations. • Manages specific administrative and reporting requirements associated with key performance and results indicators of the functionality by. • Preparing interim and final project invitational and performance reports. • Manages and controls outcomes associated with utilization, productivity, and performance of personnel within the section.
