CHEMICAL INDUSTRIES EDUCATION & TRAINING AUTHORITY (CHIETA) LABOUR MARKET AND INFORMATION SPECIALIST (FIXED TERM CONTRACT UP TO 31 MARCH 2030) Reporting to the Executive Manager: Research and Skills Planning, the incumbent in this position should determine, innovate, and implement CHIETA research and development strategies and priorities to support the organisation’s strategy and policies.
Minimum Requirements: • B Degree with Research Methodologies as a core subject • A postgraduate at NQF 8 with Research Methodologies would be an added advantage. • Must have 3-5 years proven working experience in a research environment of which a minimum of 1 year should be at supervisory level. Key Performance Areas • Plans and manages desktop and field research to deliver the 5-year Sector Skills Plan (SSP) and Strategic Plan (SP) and annual reviews. • Contributes to the development of the annual performance plan for the organisation. • Engages with stakeholders and interacts with sub-committees for research purposes. • Performs economic and key trends analysis for subsector skills. • Reports on a regular basis to the CHIETA Chambers and Research and Skills Planning Committee (RSPC) on research and skills development in the sector. • Understand research requirements and utilize technology and innovation to improve tactics for appropriate statistical analysis. • Assumes responsibility for the collation, categorization, normalization, and maintenance of data. • End to end organisation of research conferences and stakeholder events • Packages data, categorizes to be consumed as information to sizeable and easy to understand chunks for better evidenced informed policies. • Interpret and analyse data using statistical techniques and provide ongoing reports. • Support the development and implementation of databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality. • Acquire data from primary or secondary data sources and maintain databases/data systems. • Identify, analyse, and interpret trends or patterns in complex data sets. • Review datasets, reports, and results, to locate and correct code problems. • Work with management to prioritize business and information needs. • Locate and define new process improvements. • Maintain and implement the CHIETA Data Management Strategy • Identify and categorise all data sources in the organisation. • Organizing and store storing data in compliance with the data management strategy and CHIETA POPIA policy. • Disseminates information through to various role players and stakeholders, to ensure the development of better-evidenced and informed plans and policies. • Communicates and simplifies different concepts and ensures understanding by various stakeholders. • Complies with applicable regulations and procedures and policies. • Complies with data management protocols and the protection of the integrity of data. • Maintains effective working relationships with customers (both internal and external) towards rendering highest quality of services. • Represents CHIETA in meetings with relevant stakeholders. • Identifies and solves problems creatively whilst demonstrating a high level of integrity in line with CHIETA’S core values. • Develops and maintains relationships in accordance with policies, procedures and legal, as well as stakeholder management system requirements. • Contributes to the budget preparation process. • Promotes and communicates the effective, efficient, economical, and transparent use of financial and other resources. • Monitors and controls expenditure against budget and ensures spending occurs within budgetary limits and CHIETA financial guidelines, report deviations to direct Manager. • Explores opportunities to control and reduce costs.
