CHEMICAL INDUSTRIES EDUCATION & TRAINING AUTHORITY (CHIETA) GRANTS SPECIALIST (Fixed term contract until 31 March 2030) The Chemical Industries Education and Training Authority (CHIETA) is a statutory body that was established by the Skills Development Act in 1998. CHIETA’s role in the sector, is to facilitate skills development as well as to ensure that skills needs are identified and addressed through various training initiatives in the chemical and manufacturing industries. Position description: CHIETA is seeking to recruit a competent, dynamic, enthusiastic, and self-motivated candidate for the position Grants Specialist. This role requires the Grants Specialist to be responsible for the disbursement of Mandatory & Discretionary Grants defined in the CHIETA Strategic Plan. Based in the CHIETA Head office (Midrand), The incumbent will report directly to the Grants Manager and work closely with all the CHIETA regional offices (GP, KZN/EC & WC) to ensure effective processes of grants disbursement and continuous update of the grant’s commitment schedule. The position also has a critical role in responding to internal and external audit requests, preparing ad-hod reports to the statutory bodies, Department of Higher Education and Training (DHET) and related internal governance structures. Qualification requirements: A minimum of NQF 7 (Degree) in Finance/ Accounting/ Auditing or related. Experience requirements: 4-7 years’ experience within financial strategic functional/Accounting/Audit support role; 3- 5 years in Public Service environment/ SETA environment at a supervisory level will also serve as an added advantage. Experience in stakeholder engagement and relationship building. Audit background and financial reporting experience is essential. Key responsibilities will include: • Continuous update of the CHIETA Discretionary Grants Commitment schedules • Provide support in the internal and external audit processes and resolve all queries/findings • Ensure alignment within the SQMR and grant disbursement reporting • Effectively lead the Grants team in processing DG payment requisitions • Prepare award letters and MOAs in line with the DG awards • Provide input in the development and improvement of the Management Information Systems (MIS) design. • Provide thought guidance and best practice processes to the regional business units to MOA timeframes and tranche payment deliverables. • Provide support to the Grants Manager in developing and implementing operational risk, framework and policies for the disbursement of discretionary and mandatory grants Technical competencies Excellent knowledge and understanding of relevant legislations: National Treasury’s principles and procedures, PFMA, NSPD, SDA, SDLA and SETA mandate and corporate governance. Working knowledge and exposure to Mandatory and Discretionary grants disbursement model. Maintaining accuracy in the Commitment schedule, Contract management, Budget management and financial reporting. Computer literacy skills (MS Office) are essential with advanced excel skills.
