CHEMICAL INDUSTRIES EDUCATION & TRAINING AUTHORITY (CHIETA) EXECUTIVE MANAGER (ETQA) (FIXED TERM CONTRACT UNTIL 31 MARCH 2025) Reporting to the CEO the incumbent in this position will provide strategic and functional leadership in support of the ETQA deliverables as defined and directed in Skills Development Legislation, DHET and the CHIETA Policy frameworks and the CHIETA Strategic Plan and Annual Performance Plan (APP). The Executive will lead the continuous improvement, sustainability, and management in the ETQA unit as the CHIETA core function as part of an integrated operational business process and value chain within the organization. The executive will also oversee the implementation and management of strategic ETQA stakeholder related initiatives and cooperation and function in synergy with other business units on the delivery of the CHIETA objectives, and in support the Office of the CHIETA CEO. The sustained good performance of the CHIETA is strongly aligned to an effective and efficient ETQA unit.
Requirements: • Post-graduate qualification in Business Administration related field. Master’s degree or studying towards one will be an added advantage. Project Management Certificate or equivalent is required • A minimum of 7 years’ experience in a ETQA environment of which 10 years should be at a senior management level. • Experience within a SETA environment will be advantageous. • Knowledge of and proven experience of applicable skills development legislation, ETQA Policy Frameworks, financial regulations, and the governance management frameworks • Proven track record of performing within a diverse and dynamic internal and external work environment • Knowledge of the Chemical and related Sectors • Track record in functioning within an executive team and ensuring performance and integrated service delivery on a national and regional level • Proven experience in planning, assessment, evaluation, accreditation, monitoring and reporting. • Proven and sound financial and risk management skills • Ability to lead and manage change • Results driven • Exceptional problem-solving ability and the ability to network and build relationships • Ability to communicate at all levels. • Exceptional report writing skills • Ability to lead and motivate the ETQA team and promote and sustain teamwork for obtaining deliverables Key Performance Areas • Oversee the effective management of the ETQA unit. • Quality assurance and monitoring of Programme delivery • Accreditation of Skills Development Providers • Registration of assessors and moderators • Assessment Quality Partner for sector specific occupational qualifications • Overseeing and managing of the workplace approval process • Enrolment. Registration and certification of learners • Record keeping and management of the CHIETA Learner database • Managing of the quality assurance process on learner achievements (QALA) • Effective and efficient contribution and participating on the CHIETA SQMR and performance reporting process of CHIETA to DHET and CHIETA governance structures • Adherence to ETQA Policies and business processes ensuring an effective and functional internal control environment • Maintain, continuously improve, and implement innovative and effective stakeholder initiatives, systems and processes • Maintain, develop, and continuously improve ETQA Policies and Processes to improve service delivery to CHIETA Stakeholders • Provide project management support to the business units and ensure proper planning, monitoring and coordination takes place • Take responsibility for the monitoring of expenditure in the Unit following the required processes and adhering to relevant legislation • Effective and timeous management of all quality assurance related processes for provider accreditation/approval, audits, certification and other related functions • Participate in various meeting structures such as MANCO, Board Committee meetings and Stakeholder meetings • Ensure successful delivery and achievement of the CHIETA strategic objectives and plans • Support the Office of the CEO as needed • Present conference papers as needed • Promote the CHIETA at all times Skills & Behavioural competencies: Planning and Organisation Skills Communication (oral and written) • Problem solving ability • Diversity awareness • Confidentiality, ethics, integrity, and professionalism • Detail orientation • Teamwork • Innovative skills Interested persons are invited to submit their CV’s to [email protected] Should no feedback be forthcoming by 31 January 2023, please accept that your application was not successful.
