PERSONNEL VACANCIES: UMSOBOMVU MUNICIPALITY Umsobomvu Municipality, with its seat in Colesberg, covering the area of Noupoort, Colesberg, Norvalspont and all commercial farming areas, seeks to appoint properly qualified individual in the following position: TRAFFIC OFFICER Required Qualifications and Experience: (i) Registered as a Traffic Officer; (ii) Graded and registered as an Examiner of Drivers Licences – Grade A; (iii) Graded and registered as an Examiner of Vehicles – Grade A; (iv) Code A as well as a Code EC Drivers Licence is a requirement. Knowledge of eNatis system and registerable as an eNatis officer. ITO III Diploma / Traffic Management will serve as an added advantage. A valid Code EC driver’s license. Proficiency in in MS Word and Excel. The successful candidate will be subjected to vetting. |

Job Purpose: Performs activities/ tasks associated with the provision of a traffic and community policing service by monitoring and attending to situations associated with minimizing traffic congestion or offences committed causing inconvenience and risk to public safety, enforcing compliance and supporting emergency and rescue personnel during major disasters in order to ensure any risk to public safety or contravention to traffic regulations and specific by-laws identified and corrective/ compliance measures enforced on offenders.
Key Functions: Road Safety: Co-ordinates specific activities associated with controlling traffic flow and public safety; Communicating with the Control Room and attending to traffic bottlenecks caused through accidents, breakdown or peak hour congestion; Use hand signals to communicate with drivers and pedestrians, directing, diverting, stopping and controlling the flow; Interacting with the Control Room for specific services (breakdown, fire, etc.) to remove obstacles or contain specific disasters to facilitate traffic flow. Community Policing: Monitors the local area and acts on situations/ behaviour deemed to be inappropriate or non-conforming; Patrolling and observing the streets and suburban areas and identifying with non-conforming practices; Communicating with the offender and/ or interacting with the Control Room or South African Police Services to facilitate arrest for more serious offences; Acting on distress calls or information related to crime in progress, communicating with the Control Room to establish location and details and executing specific policing sequences on the scene (crowd control, arrests, etc.). Enforcing Compliance: Enforces specific by-laws, road traffic and safety regulations; Participating in routine checks, stopping vehicles and conducting inspection of driver licenses, vehicle registration and roadworthiness requirements and/ or attending to specific infringement of road safety rules (illegal parking, etc); Issuing fines, warnings and/ or serving summons on offenders and/ or executing arrests for more serious offences. Doing Examiner of Drivers Licences and Examiner of Vehicles for roadworthiness tasks. Disaster Control Activities: Undertakes specific activities during disasters/ emergency; Participating in fire-fighting activities operating equipment and following instructions on the applications necessary to control the fire; Supporting rescue teams with specific sequences (installing slings and hooks onto ropes, assembling rescue equipment), following specific instructions of the Officer in charge of the operations; Rendering basic first aid to rescue victims to help recuperation and/ or supporting the medical team with transporting/ holding victims. Reports And Registers: Completes specific reports, statutory documentation and registers; Recording the statements of witnesses and offenders and/ or completing details of traffic offences/ contraventions prior to issuing the fines; Updating the occurrence book inserting details of incidents and activities attended to; Completing procedural documentation (vehicle log sheets, time sheets) inserting the appropriate details.
Remuneration: R 181 417.00 to R 215 180.00.

PROCESS CONTROLLER: WATER AND WASTE WATER
Requirements: Qualifications and Experience: Grade 12; N 6: Water and Waste Water Works or equivalent; Computer Literacy. Ability to communicate in two or more of the local official languages; Code B Driver’s License; Two to three years’ experience in process control of water and waste water plants.
Job Purpose: Monitors and controls procedural applications associated with the operations and functionality of water and waste water treatment plants.
Key Functions: Plant operation; Taking of water samples, plant inspection and / or analysing reports with respect to plant performance and implementing of corrective measures and / or changes to operating parameters to address deviations; Conducting of tests/ analysis of water quality and sewage effluent to ensure compliance with Acts and standards; Evaluating and correcting deviations or non- compliance with safety and standard operating procedures; Assessing plant condition and the status of predictive and planned maintenance interventions; Monitoring stock movement and attending to the replenishment of chemical and other stock items required for the operations at specific sites/ locations; Co-ordinates and controls the tasks/ activities of personnel and allocates and prioritises outcomes; Co-ordinates specific administrative and reporting requirements associated with the key performance and result indicators of the functionality of plants.
Remuneration: R 231 769.00 to R 255 885.00.
