uMngeni Municipality, with its legislative and administrative seat in Howick, seeks the services of suitably qualified and/or experienced persons for the following posts: Notice No:07/2018 Department of Technical Services General Manager: Technical Services (5-year performance contract) A remuneration package of: Minimum R813 635, Mid-point R929 869 and Maximum R1 046 101 is negotiable with the successful candidate as per Government Gazette No 41173 10/10/2017 Requirements:• Bachelor of Science degree in Engineering/BTech: Engineering, or equivalent • Unendorsed Code EB driver's licence • Should meet the National Treasury promulgated Municipal Regulations on Minimum Competency Levels • Registration with a recognised relevant engineering professional body • 5 years' experience at middle management level, or as programme/project manager • 3-4 years must be at professional/management level in engineering management. |

Responsibilities:Reporting directly to the Municipal Manager, the incumbent will: • Manage all operations related to the Technical Services Department • Ensure compliance with all relevant legislation • Maintain staff discipline and adhere to work schedules and production targets • Manage Section Managers and those reporting directly to this post • Compile reports as and when required • Compile and manage operating and maintenance and capital budgets • Prepare designs, tender documentation and procurement information for the acquisition of services in accordance with procurement procedures • Manage and monitor Implementing Agency/Service Providers • Build capacity through training of staff • Ensure compliance with the IDP • Represent the Municipality at a technical level at various forums • Ensure efficient, effective and appropriate service delivery • Work closely with communities to address concerns and backlogs • Compile action plans to address backlogs • Attend to emergencies • Manage and maintain a high level of office administration.

Requirements:• Bachelor of Science degree in Building Sciences/Architect/Bachelor's degree in Town and Regional Planning or Development Studies, or equivalent • Experience in Local Economic Development and sound understanding of Land Use Management and applicable legislation specific to the NEMA/KwaZulu-Natal Planning and Development Act/Ordinance and Town Planning Schemes as well as the National Building Regulations and Standards Act • Computer literacy with experience in Economic Development and clear understanding of Broad-Based Black Economic Empowerment and poverty alleviation • Ability to guide the Council's Integrated Development Plan and alignment with the Budget is essential • Should meet the National Treasury promulgated Municipal Regulations on Minimum Competency Levels for financial and supply chain management in Municipalities • Registration as a Professional Planner in accordance with the Planning Professions Act, 2002 (Act No 36 of 2002) • 5 years' experience at middle management level • Proven successful Professional Development/Town and Regional Planning experience.
Responsibilities:• Effectively and efficiently manage resources • Promote and implement the Municipality's Integrated Development Plan (IDP), report writing, SMMEs development, management and support, Black Economic Empowerment • Implement preferential procurement practices • Be responsible for general economic development, promotion and coordination • Manage the Business Licensing function • Promote tourism investment promotion, marketing and investment promotion and coordination • Provide local business support • Be responsible for Town Planning Controls and signage adherence • Coordinate G.I.S functions • Diligently and properly execute decisions taken by municipal structures • Be responsible for financial planning, budgeting and accounting • Assume any other incidental and/or related responsibility.

Responsibilities:Reporting directly to the Municipal Manager, the incumbent will: • Manage the Corporate Services Department within the Municipality • Set up human resource programmes and management processes • Provide sound administration and good governance including Committee Division • Promote organisational development and intergovernmental relations • Manage and advise on internal and external departmental budget planning and implementation thereof • Formulate relevant policies and compliance with relevant legislation • Be responsible or staff recruitment, selection, training capacity building, supervision within the Corporate Services Department and overall corporate support to the Municipality • Liaise with National and Provincial Government Institutions • Establish a Performance Management System and strict adherence thereto • Provide institutional support to all Councillors • Provide corporate strategic planning and communication for effective decision making • Monitor and report on any misconduct.
