The National Research Foundation (NRF) is established by the NRF Act, No 23 of 1998, and is mandated to support and promote research through funding, human resource development and the provision of the necessary research facilities in order to facilitate the creation of knowledge; innovation and development in all-fields of science and technology, including indigenous knowledge and thereby to contribute to the improvement of the quality of life of all the people of the Republic. Executive Director: Corporate Governance
(5-year fixed-term contract)
The NRF seeks to appoint an Executive Director: Corporate Governance who will be responsible for ensuring value proposition through a system of good governance and adherence to planning and reporting requirements.
The Executive Director: Corporate Governance is responsible for providing governance and broad policy advisory that supports the creation of effective controls, thus ensuring good performance, transparency, an ethical culture and legitimacy at all levels across the organisation. In addition, the incumbent is responsible for initiating, supporting and contributing to the facilitation of processes culminating in organisational strategy, annual performance plans, quarterly reporting, integrated annual reports, shareholder compact and lead the coordination of the risk management function. The function serves as an intermediary to ensure Combined assurance and alignment to statutory and organisational reporting frameworks.
The incumbent will report directly to the Group Executive: Finance and Business Systems.
Key functions: • Execute the NRF Governance Framework and the consistent application of prescripts applicable to public entities through policies, procedures and systems • Provide guidance and advisories across the organisation in order to create and implement a robust yet enabling fit-for-purpose governance environment in support of executing the organisational mandate • Initiate and coordinate the planning processes across business units culminating in consolidated performance plans and report against such on a quarterly and annual basis in compliance with PFMA, National Treasury, DPME and DST requirements • Monitor, evaluate and report the performance of the organisation against set Key Performance Indicators (KPIs) and track performance over the long term against selected organisational dimensions • Lead the execution of the enterprise-wide risk management function, business continuity and health and safety aspects across the organisation.

Work environment: The incumbent will operate within a dynamic and pressurised environment where, long hours and working over weekends may be required from time to time. Travel to business units dispersed across the country is necessary.
Required education and experience: • Postgraduate degree in Business/Engineering. Master's in Business Administration (MBA) would be an advantage • Minimum of I 0 years' management experience within a business environment • 5 years at a senior management level with specific exposure to senior level operations management, business systems, corporate governance, enterprise risk management, dealing with auditors and administration • Demonstrable understanding of governance and relevant legislation and best practices as applicable to public entities and particularly strong understanding of the application of the Public Finance Management Act; King IV Code on Corporate Governance and the Companies Act • Proven track record of leading and organising within a complex organisation • Demonstrable understanding of organisational planning for integrated reporting purposes • Passion for service excellence, be self-motivated needing minimal or no supervision • Influencing and problem-solving abilities.

The NRF invites a results-driven individual to lead a newly created Information Technology and Knowledge Resources function intended to contribute to the organisation's vision and mandate.
The position is responsible and accountable for providing strategic leadership and oversight of the organisation's information technology and knowledge resources specifically in the areas of information technology infrastructure and architecture, software and systems development, IT support services, ensuring adequate IT security and adherence to governance protocols, provision of business systems and the deployment of knowledge resources.
The incumbent will lead by articulating the information technology and knowledge resource needs and plans of the NRF in concert with various business units and key service providers. Envisaged is an individual with a proven track record of accomplishment in the technology sector who will foster an environment of accountability, excellence, collaboration and deploy innovative solutions to accelerate business needs, thus contributing towards the achievement of the organisation's mandate.
The position reports directly to the Group Executive: Finance and Business Systems and will provide support and services to all NRF Business Units by creating synergies through appropriate and relevant technologies and knowledge resources.
Key functions: • Develop Information Technology and Knowledge Resources (ITKR) integrated strategies and plans to support the achievement of the overall business operational objectives • Provide leadership in the design of appropriate information technology architecture, software development, quality assurance and deployment, IT infrastructure life cycle management and support services in delivering an effective, efficient and economical service to the organisation • Ensure systems uptime and business continuity through appropriate IT security, protocols, policies and governance practices • Harness value proposition for the organisation from the range of knowledge resources, records and document management system and services; data, content and curation; and library and bibliometric services • Function as a strategic business advisor from an ITKR perspective in realising an engaged and high performance culture within the organisation.

Required education and experience: • Postgraduate degree/diploma in Information Technology or a related field • Minimum of 10 years' experience in Information Technology and Knowledge Resources of which at least 5 years in an Executive/Senior Management role • Knowledge and broad understanding of the use of Information Technology and Knowledge Resources as a business driver • Demonstrable understanding of governance and frameworks impacting on IT such as the Public Finance Management Act, King IV, DPSA protocols, POPI Act, GDPR etc. • IT expertise and knowledge of the key principles of Knowledge Resource Management with a special emphasis on knowledge sharing and transfer • Knowledge and broad understanding of implementing and managing bespoke and integrated systems • Passion for service, be self-motivated needing minimal or no supervision, natural persuasive abilities, excellent negotiation skills, and excellent problem-solving skills.
