MANAGER: HUMAN RESOURCES
Remuneration: R312 418 per annum (excluding normal benefits, transport allowance and cellphone allowance) (Level 1)
Requirements: • A relevant recognised B degree/diploma related to HR Management and Labour Law, plus an Assessor qualification and Payroll qualification • 3 or more years' experience at managerial level (generalist HR management role, including running and managing payroll, remuneration and benefits functions) • A Code EB driver's licence • In-depth knowledge of HR disciplines, namely: Payroll; recruitment; talent management; ER training and development; wellness management; organisational development; and familiarity with and understanding of these systems and processes • Insight into business planning • In-depth knowledge of the organisation and its strategic objectives • Proficiency in and profound knowledge of the broad legislative framework and the ability to interpret legislative requirements • Well-respected with the labour relations and bargaining environment.
Skills and competencies: • Presentation and report-writing skills • Conflict management and negotiation skills.

MANAGER: INTERNAL AUDITOR
Remuneration: R312 418 per annum (excluding normal benefits, transport allowance and cellphone allowance) (Level 1)
Requirements: • A National Diploma/B degree in Internal Auditing/Risk Management/Accounting • 2-3 years' relevant experience in an auditing field • Knowledge of relevant legislation • A valid Code B/EB driver's licence • Computer literacy • The ability to work under pressure.
Skills and competencies: • Good written and verbal communication skills • Organising skills • Negotiation skills • Strategic thinking and analysis • The ability to meet deadlines • Attention to detail • High levels of ethical conduct.
Key performance areas: • Interpret legislative requirements and discuss with the immediate superior/Audit Committee, the structure of the plan and programme • Research key compliance aspects related to controls, risk, accounting procedures and practices, performance management and loss control for inclusion into the plan and programme • Analyse financial statements and comment to the immediate superior on the credibility of the report with respect to the financial position of the Municipality and compliance with applicable acts • Peruse contractual agreements and assess compliance with laid down financial and procurement policies • Assess the validity of performance and costing systems and check accuracy in specific applications (project costing, etc.) • Prepare comments and opinions on observations of specific processes, procedures, controls and systems • Receive Audit Committee Reports and analyse the scope and nature of the investigation • Formulate and check the validity the methodology using sample audits • Implement procedure, analyse records and paper trails, conduct interviews and, test and/or verify information and data • Prepare comments, opinions and conclusions in respect of the investigation and findings • Participate in various meetings (Audit Committee, Council, internal and external forums) and provide comments/opinions • Respond to queries/questions through the collection of factual information and/or presenting and elaborating on findings to substantiate outcomes.

TRAFFIC OFFICERS (2 POSTS)
Remuneration: R154 542-R171 503 per annum (plus normal benefits and applicable allowances) (Level 7)
Requirements: • A Grade 12 • A Traffic Officer's Diploma or equivalent NQF Level 3 • A Code EB driver's licence • A Competency Certificate in Traffic Law Enforcement • 1-2 years' relevant experience • An understanding and knowledge of by-laws and traffic regulations.
Skills and competencies: Specific emergency/safety application skills.
Key performance areas: • Operationally manage traffic law enforcement • Police municipal by-laws and regulations • Manage road safety and projects • Coordinate law enforcement functions and activities in terms of relevant legislation.
