REQUIREMENTS, QUALIFICATIONS AND COMPETENCIES
CORE COMPETENCIES:
REQUIREMENTS, QUALIFICATIONS AND COMPETENCIES
- • Applicants must therefore be in possession of an appropriate degree or diploma at NQF Level 6 on an engineering field
- • The applicant must have extensive experience at middle management level to a minimum of 5 years working in Local Government environment.
- • Sound knowledge of municipal administration and management of local government legislation
- • Must have the ability to formulate, analyse and implement Council policies.
- • Good interpersonal skills and personnel management skills
- • Code 08 Drivers Licence and prepared to travel extensively
- • Ability to communicate verbally and in written form
- • Risk management and able to respond and address audit queries as per audit outcome
CORE COMPETENCIES:
- • As stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers Government Notice 21 in Government Gazette 37245 dated 17 January 2014.
- • Advanced knowledge and understanding of relevant policy, legislation, institutional governance systems and performance management.
- • Advanced understanding of municipal council operations and delegation of powers.
- • Proven track record of good governance, audit and risk management, budget and finance management.
- • Ability to be an innovative and strategic leader.
- • Good facilitation and communication skills.
NOTE: Compliance with all the requirements as contained in the Municipal Regulations on Minimum Competency levels, Gazette 29967 of 15 June 2007, i.e. South African Qualifications Authority Qualification ID No. 48965 for Accounting Officers/ Municipal Manager and Manager Directly Accountable to the Municipal Manager of municipalities, e.g. CPMD, MFMP, etc. If a newly appointed person is not in possession of this Competency, he/ she must complete it within eighteen (18) months from the date of employment, in accordance with Government Notice Number 91 of 3 February 2017, as promulgated in Government Gazette No. 40593.

Maintain and coordinates for proper security within the department
Budgeting and expenditure control of the department.

- • Supervise, facilitate and coordinates all work activities in the department
- • Deals with performance management of personnel in the department
- • Maintenance inventory of all Council equipment’s

SPECIAL CONDITIONS:
- • Shortlisted candidates may be subjected to a competency test.
- • During the complexity of the position, the successful candidate will be subjected to a six-month probation period
- • Background and reference check will be conducted for the shortlisted candidates
- • All qualifications will be subjected to verification
