External Job Advertisement The Free State Legislature (FSL) invites applications from suitably qualified and competent candidates for the following vacant positions: DEPUTY SECRETARY TO THE LEGISLATURE (DEPUTY CEO) BASIC SALARY PER ANNUM: R1 097 207 (EXCLUDING BENEFITS - PROVIDENT FUND, HOUSING, MEDICAL, 13 CHEQUE & CAR ALLOWANCE) Requirements: Post-graduate degree in the Social/Management Sciences Minimum of ten (10) years' experience at senior management level. Knowledge of operations of the Legislature and other related legislations regulating activities of the Legislature. Knowledge of the operations of the Legislative Sector; National and Provincial law-making processes. Knowledge of the political, economic and social environments. |

Research skills and the application of research methodologies. The management of performance, development and training of employees. Corporate governance knowledge. Organizational development. Competency in Project and programme management. Conflict management. Monitoring and evaluation skills.
Responsibilities: Advise Secretary to the Legislature on development of policy regarding all procedural matters including, inter alia, communication strategy, media and broad-casting services, language facilities, library and archiving services, and Hansard. Represent the Legislature at relevant Provincial, National and International forums; and oversee the involvement in National and International support programmes as and when required. Coordinate all procedural documentation as required for sittings of the Legislature including, inter alia, Order Paper, Question Paper, Minutes of Proceedings, Speakers' List and Committee Reports . Ensure that Bills and documents to be tabled in the House comply with provision of the Standing Rules and Orders with regard to the required notice period as well as prescribed norms and standards of the Legislature. Manage Table Duties and advice on quorums and other procedural problems as they arise.

LABOUR RELATIONS OFFICER
BASIC SALARY PER ANNUM: R423 442 (EXCLUDING BENEFITS – PROVIDENT FUND, HOUSING, MEDICAL AND 13TH CHEQUE)
Requirements: Relevant Degree/National Diploma in Industrial Relations and or Labour Relations. A minimum of 3 years' experience in Human Resources field, of which at least 2 years must be specific to Labour Law/Industrial Relations. The incumbent must have a sound knowledge of Industrial Relations legislation and understanding of labour market generally.
Responsibilities: Maintaining good relations between the employees and management. Provide guidance to management on procedures and applications associated with Labour Relations Act. Co-ordinates and controls procedures and research sequences associated with disciplinary and grievance cases and enquiries.

SENIOR ADMIN. OFFICER: MEMBERS SUPPORT
BASIC SALARY PER ANNUM: R364 691 (EXCLUDING BENEFITS – PROVIDENT FUND, HOUSING, MEDICALAND 13TH CHEQUE)
Minimum Requirements: Grade 12 and post matric qualification or relevant experience. Advanced computer literacy and knowledge of spreadsheets.
Duties: Manage and supervise office provisioning and maintenance, telephone management and administrative support to Members. Policy development, monitoring and implementation.
DIRECTORATE: FINANCE
ACCOUNTANT (GRAP)
BASIC SALARY PER ANNUM: R423 442 (EXCLUDING BENEFITS – PROVIDENT FUND, HOUSING, MEDICAL AND 13TH CHEQUE)
Minimum Requirements: Bachelor's Degree, preferably in Commerce (Accounting). Experience 3 – 5 years post qualification. Advance computer skills. The incumbent shall be required to have knowledge of financial management and reporting systems. (Caseware will be highly recommended).
Duties: Render support and preparation of bi-annual and annual financial statements in accordance to GRAP (general recognized accrual principles). Evaluate and advise on all current operational practices in Finance and Supply Chain Management to be in line with GRAP and applicable legislation, Financial Management of Parliament and Provincial Legislatures Act.
DIRECTORATE: SUPPLY CHAIN MANAGEMENT
MANAGER SCM
BASIC SALARY PER ANNUM: R556 689 (EXCLUDING BENEFITS – PROVIDENT FUND, HOUSING, MEDICAL AND 13TH CHEQUE)
Minimum Requirements: Bachelor's degree preferably in Finance/Commerce/Supply Chain Management and/or an equivalent qualification. Relevant experience in Supply Chain Management and supervisory experience. In-depth knowledge of end to end supply chain processes and best practices. Communication skills, critical thinking, decision making, strategic planning, budgeting and financial management skills are essential. Advance computer literacy.
Duties: Oversee and manage the overall supply chain management operations including; demand, acquisition, logistics, disposal, performance and risk management. Management of Procurement plan and asset and fleet. Administration of database. Manage travel arrangements for staff and Members of the Legislature.

LEGAL SECRETARY
BASIC SALARY PER ANNUM: R315 028 (EXCLUDING BENEFITS – PROVIDENT FUND, HOUSING, MEDICAL AND 13TH CHEQUE)
Minimum Requirements: Secretarial Diploma; two (02) years of experience in an office environment performing a clerical and support services that include typing, secretarial and administrative work. The incumbent must possess legal office practice and procedures.
Duties: Render overall Secretarial services in the Directorate of Legal Services.
