UMSOBOMVU LOCAL MUNICIPALITY Umsobomvu Municipality, with its seat in Colesberg, covering the areas of Noupoort, Colesberg, Norvalspont and all commercial farming areas, the municipality is looking for the services of committed, suitable qualified, experienced and highly motivated individuals to fill the following position. CHIEF FINANCIAL OFFICER ANNUAL TOTAL REMUNERATION PACKAGE: • SALARY SCALE: Minimum: R 827 289 .00 – Midpoint: R 919 210.00 – Maximum: R 1 011 131.00, plus a remote allowance of 7 %, the total remuneration package is excluding a performance-based bonus. MINIMUM REQUIREMENTS: • South African Citizenship and permanent residency within the Republic of South Africa is an essential requirement. • NQF Level 7 qualification in the fields of Accounting, Finance or Economics; or equivalent with a minimum of 360 credits. • Minimum of 5 year’s experience at middle management levels within financial management environment. • Extensive knowledge of the Local Government: Municipal Finance Management Act of 2003, National Treasury Regulations and all other related legislation, policies and regulations; • Compliance with all the requirements as contained in the Municipal Regulations on Minimum Competency levels, Gazette No. 29967 of 15 June 2007; i.e., South African Qualifications Authority Qualification ID No. 48965 for Chief Financial Officers of municipalities, e.g, CPMD, MFMP, etc. If a newly appointed person is not in possession of this Competency, he/she must complete it within eighteen (18) months from the date of employment, in accordance with Government Notice Number 91 of 3 February 2017, as promulgated in Government Gazette No. 40593; • Good knowledge and understanding of relevant policies and legislation. • Good knowledge and understanding of institutional governance and performance management systems • Excellent knowledge of supply chain management regulations, the preferential procurement policy framework act of 2022, and related legislation. • Ability to compile Municipal Budget and Annual Financial Statements; • A valid driver’s license and own motor vehicle to execute duties; • Knowledge of mSCOA; TERM OF APPOINTMENT: The post is on permanent employment as provided for on amended Local Government: Municipal Systems Act, No. 3 of 2022, and includes signing of an employment contract and performance agreement in terms of Section 57 of the Municipal Systems Act and declaration of financial interest. KEY PERFORMANCE AREAS (KPA’S): • Perform all delegations by the Accounting Officer in terms of the MFMA, and any other duties or functions that may be assigned by the Accounting Officer. • Ability to compile the Municipal Budget and Annual Financial Statements and control all the municipality’s Bank Account. • Managing Revenue, Expenditure, Debt Collection, Financial Risk, directing and controlling activities of staff at the Budget and Treasury Office, as well as Supply Chain Management unit. • Ensuring that the Municipality complies with all legislations pertaining to Financial Management. • Advising the Accounting officer on the exercise of powers and duties assigned to the Accounting Officer in term of the MFMA. • Advising Directors, and Managers on the exercise of powers and duties assigned to them in terms of the relevant sections of the MFMA. • Assisting the Accounting officer on the Administration of the Municipality’s Budget. • Ensuring the Development and Implementation of Programmes and Strategies that will ensure effective and sustainable financial Performance and Revenue Enhancement. • Development of MTREF in line with the requirements of the MFMA accommodating all departments/units. • Develop and implement a budget spent management system to monitor the budget to prevent over or under expenditure. • Establish functional debt management and billing units to promote financial sustainability of the municipality. • Implementation of the MFMA Implementation Plan and instil compliance with MFMA to uphold the credibility of the municipality by enabling the municipality to obtain unqualified audit report. • Establish an updated Asset Register and the corresponding asset management policy and procedure to enforce compliance with and implementation of GRAP; • Implementation of inventory requisition system to monitor inventory and ensure that the annual stock counts are conducted; • Facilitate insurance management by incorporating insurance management system to control claims and develop corresponding policy; • Compilation of all financial policies and procedures to ensure sound and sustainable financial management; CORE COMPETENCIES: As stipulated in Annexures A and B of the Government Notice 21: Regulations on Appointment and Conditions of Employment of Senior Managers No.21 published in Government Gazette No. 37245 dated 17 January 2014.
