PORTS REGULATOR OF SOUTH AFRICA The Ports Regulator is Schedule 3A Public Entity under the Department of Transport and established in terms of section 29 of the National Ports Act, 2005. Its vision is to be regarded nationally and internationally as a world class institution which sets the standards for economic regulation in maritime ports. The Ports Regulator has the following vacancies: SPECIALIST: POLICY, STRATEGY AND RESEARCH (PERMANENT POSITION) Salary package negotiable TCT R 714 560.18 This position reports to the Manager: Policy, Strategy and Research of the Ports Regulator of South Africa. The successful applicant will have a post graduate qualification (Honours / Masters) in the field of Economics, Econometrics, Statistics, Financial Management or equivalent and/or relevant experience in a regulatory or port systems environment. The candidate must have demonstrated experience in conducting research more specifically economic research, collecting, collating and analysing information and research data with the ability to solve problems. The candidate will need to demonstrate the ability to communicate both oral and written research findings. The candidates will be required to be meticulous, work independently, have strong work ethic and be able to work as part of a team. Knowledge of the maritime sector is required. The successful candidate will participate in project conceptualisation, planning and execution of port industry development and stakeholder engagements initiatives, port infrastructure assessments, and benchmarking research under the leadership of the Manager: Policy, Strategy and Research
Responsibilities: • Provide research and analytical support to the function of Economic Regulation within the Regulator, • Conduct quality economic and regulatory research and analysis as required; • Participate in the tariff setting process for the South African port system; • Performance monitoring of the Authority • Collect and analysis data for the purpose of benchmarking exercises • Perform ad-hoc-projects The successful candidate must be competent in statistics, quantitative and qualitative research, critical thinking, project management and presentation skills. Minimum Requirements: • Have a postgraduate (Honours or Masters) qualification in Economics, Econometrics, Statistics, Financial Management, Engineering or equivalent with 3- 5 years relevant experience in conducting economic research, tariff benchmarking and economic forecasting • Experience in financial and economic modelling will be an added advantage • Ability to analyse and interpret financial statements • Experience in conducting research projects and/or project management • Previous experience within the Maritime Environment would be an added advantage. • Previous experience within an economic regulatory environment The Ports Regulator is an equal opportunity employer and encourages applications from people with disabilities.
