Management, effective utilization, training and maintenance of staff discipline. Promotion of sound Labour Relations and compliance by the Municipality with applicable labour legislations. Advising the political structures and political office bearers of the municipality. Managing communications between the municipality's administration and its political structures and political office bearers. Carrying out decisions of political structures and political office bearers of the Municipality. Administration and implementation of the municipality's by-laws and other legislation. Facilitating participation by the local community in the affairs of the municipality. Developing and maintaining a system whereby community satisfaction with municipal services is assessed. Performance of any other function that may be assigned by the municipal council. Five-year experience at middle management level with proven experience in administration. A valid code B/08 driver's licence. Ability to communicate in English and IsiZulu. Municipal Finance Management Programme Competency Certificate will be an added advantage. Developing and monitoring the budget of the department. Developing and monitoring the implementation of the policies and bylaws. Dealing with the affairs of all personnel employed by the municipality. Developing and monitoring organizational transformation through employment equity. Managing the development and monitoring of skills development across the municipality. Strategic management of council committees and communication unit. Ensuring that the records management of the municipality is in line with relevant prescripts. Responsible for legal services and strategic administrative functions. Assisting the Accounting Officer in the administration of the municipality's bank account and in the preparation and implementation of municipal budget. Advising senior managers and other officials in the exercise of powers and duties assigned to them in terms of section 78 or delegated to them in terms of section 79 of MFA. Must perform budgeting, accounting, analysis, financial reporting, cash management, debt management, supply chain management, financial management, reviews and other duties as may in terms of section 79 be delegated by the Accounting Officer.
