• Review Staff Reports relative to their budget impact and work with other Managers to resolve problems and discrepancies • Implement, monitor and evaluate Budget Policies and Procedures and make recommendations as necessary • Provide expert and professional assistance and support to the management and staff on Budget and other related matters • Research, Analyse, Evaluate and Develop findings and make recommendations involving complex budget and Financial Management issues • Make presentation to Council, its Committees and other Organisation as needed • Generate Reports to meet deadlines in accordance with the Municipal Policies • Ensure the production of periodic Financial Management and Statutory Reports • Maintaining Reports Procedures for meeting tight deadlines.
OFFICE OF THE MUNICIPAL MANAGER'S OFFICE MANAGER PERFORMANCE MANAGEMENT SYSTEM (PMS) TASK GRADE LEVEL:16 (Permanent) SECTION: PERFORMANCE MANAGEMENT BASIC SALARY: R468 535.80 p/a REQUIREMENTS: Grade 12 • Bachelor's Degree in Public Management or any relevant qualification • At least 4-5 years' appropriate experience in the field of strategic, performance, monitoring and integrated development planning • must have a valid driver's licence • Good interpersonal and communication skills. KEY PERFORMANCE AREAS: Implement and monitor the overall performance management systems of the municipality • Review Departmental score cards, Develop and Review Services Delivery and Budget Implementation Plan SDIBP • Compile quarterly and annual performance reports • Development of planning, monitoring and reporting tools of PMS and IDP • Ensure alignment of SDIBP with Integrated Development Plan (IDP) and Performance Management Systems (PMS), and • Perform any other duties Delegate by Municipal Manager DEVELOPMENT PLANNING DEPARTMENT TOWN PLANNER, LAND USE MANAGEMENT & DEVELOPMENT TASK GRADE NO: 12 (Permanent) SECTION: TOWN PLANNING BASIC SALARY: R284 751.01 REQUIREMENTS: Grade 12 • National Diploma/Degree in Town and Regional Planning • At least 3-4 years' relevant experience • Be Registered as a professional Town Planner • Good Knowledge of relevant legislation and statutory provisions • Code EB Drivers licence • Good interpersonal and communication skills • Be able to work independently • Computer literate • Have Good administrative and writing skills • Possession of own vehicle is strongly recommended KEY PERFORMANCE AREAS: Evaluate building plans for compliance in relation to zoning and land use regulations • Assessment of land use and development applications to verify compliance in terms of SPLUMA and any other applicable Legislation • Write reports and make recommendations to the Director/Municipal Planning Tribunal on development applications • Provide support to the Internal departments and government sector departments on planning related enquiries • Provide inputs in the drafting of policies/guidelines with regard to Town Planning and Land Use • Provide administrative and information for the department • Attend to pre-consultation application meeting with potential applicants.
