LEJWELEPUTSWA DISTRICT MUNICIPALITY LEJWELEPUTSWA DEVELOPMENT AGENCY The Lejweleputswa Development Agency (LDA) is the entity of the Lejweleputswa District Municipality with its offices situated in Welkom Free State Province. We invite suitably qualified and experienced persons to apply for the following vacant position. CHIEF EXECUTIVE OFFICER (ALIGNED TO THE TERM OF THE BOARD) Employment Status : 5 Year fixed Term Contract Total Remuneration Package: as determined by a category 3 municipality (Minimum R894 447; Midpoint R1 022 226 and Maximum R1 133 463)
Purpose of the Job: The Chief Executive Officer must provide strategic management and leadership in line with the legislative mandate of the Agency to meet the mandate as set out in the signed agreements with the Lejweleputswa District, decisions of the Board and to sources, implement and oversee projects and the administration of the Agency in order to deliver sustainable and integrated economic development, rural development and trade investment promotion services. The Agency is a Municipal Entity’ as described in the MFMA and Systems Act and as such has certain additional obligations over and above a normal company, specifically towards its shareholders (s) and the public in general. The CEO is an impeccable individual whose character is beyond reproach and a high-performance individual who stands out among his peers. The Employee shall be directly accountable to the Board and in executing such duties, the Chief Executive Officer is expected to: • To direct, lead and manage the company on its strategic growth path, as directed by the Board • Maintain strict adherence to policy prescripts and legislative and all applicable legislation. • To make a significant contribution to the creation of an effective organisation culture which recognises and values both individual and team contributions to organisational effectiveness. • Ensure ethical culture and revive the financial health of the organisation Key Performance Areas: • To promote growth in the District through Public Private Partnerships and local economic development initiatives • Promote tourism development and marketing in the district • Promote economic empowerment generally to youth, women and people living with disability. • Develop fundraising strategy including project funding and partnership model • Develop best practise and organisational expertise in respect of district base developmental management • Promote economic development for the district growth and development plan • Ensure that agro processing initiatives are established in the district • Diversification of the industrial and commercial sector in the district • Promote digital transformation and 4IR in the district • Provide efficient and effective support to the LDA Board of Directors • Develop LDA to be a centre for Economic, Business and Sector Intelligence for the Region • Ensure the long-term financial viability of the LDA MINIMUM EDUCATIONAL QUALIFICATIONS • A Bachelor’s degree in Public Administration/Political Sciences/ Social Sciences/Law • A relevant Master’s degree will be an added advantage • A Certificate in MFMA or the ability to acquire it within the first 18 months of employment SKILLS, KNOWLEDGE AND EXPERIENCE REQUIRED • Extensive senior/ executive-level management experience of at least 5 to10 years in a large organisation including SOEs/ business related area. • Working/ Demonstrable knowledge of the MFMA Treasury Regulations, SHRA, Integrated Development Plan (IDP), KING IV and the Companies Act. • Knowledge of all relevant legislation, policies and procedures relating to local government. • Serving on Boards or experience at Board level is a requirement.
