INSTITUTIONAL PLANNING MONITORING AND EVALUATION POST: MONITORING AND EVALUATION OFFICER (I314) MINIMUM REQUIREMENTS: • Master’s Degree in a relevant discipline with a component in organizational research and evaluation. • 3 – 5 years’ experience as a professional in the monitoring and evaluation field. • Experience in setting up and managing M&E systems for strategic and operational plans. • Experience in monitoring, evaluation, benchmarking, comparative peer studies, situational analysis, and research within the Higher Education sector. • Analytical and problem-solving ability. • Problem/Situation analysis and synthesis. • Demonstrated ability to conduct qualitative and quantitative data analysis. • Excellent written and oral communication skills in the business language of the University. SUMMARY OF DUTIES: • Conceptualise and develop a plan, tools, frameworks, templates and models for Institutional performance monitoring, evaluation, reflection, and reporting, taking into consideration existing approaches. • Maintain awareness of relevant sector developments to gather intelligence, insights and examples of best practice. • Lead all IPME regular and ad-hoc monitoring and evaluation tasks to identify strengths and weaknesses and trends in performance. • Identify strategic Institutional performance barriers, challenges, gaps, and enablers and make recommendations on strategic initiatives to enhance Institutional performance. • Identify and conduct assessment on international, national and institutional trends, best practices and scenarios and peer comparative studies and formulate strategies on these to recommend to management. • Responsible for all M&E capacity-building activities and learning practices, with DUT stakeholders. • Collate data according to the requirements of various rankings agencies and submit validated data and to rankings agencies, which the University has elected to participate in. • Receive and quantitatively and qualitatively analyse rankings results and provide reports on the same to management. • Report gaps to management in relation to non-achievement of organisational performance targets and coordinate strategic discussions for action plans to close performance gaps. • Extract monitoring and evaluation data and qualitatively and quantitatively analyse this data in preparation for performance review and reports as required and to inform learning for annual operational-level planning processes and strategic planning processes. • Lead M&E reporting to DUT stakeholders by providing written documentation and/or presentations on M&E activities and indicator results for progress, quarterly, mid-year, annual reports, and plans, rankings performance reports and reports on scenario and environmental situational analyses. INSTITUTIONAL PLANNING MONITORING AND EVALUATION POST: INSTITUTIONAL PLANNING OFFICER (2 POSTIONS) (I310) OR (I311) Minimum Requirements: • Honours Degree or equivalent (NQF 8) in a relevant discipline • 5-8 years relevant experience in developing organizational strategic and operational plans. • Knowledge and understanding of strategic and operational planning and reporting principles. • Understand internal and external factors which impact on strategic direction of the Institution and ensure these are reflected in forecasts. • Ability to identify challenges, trends, and opportunities. • Knowledge of planning analysis tools and modelling. • High level written and oral communication skills in the business language of the University. • Demonstrated capacity to manage multiple priorities to meet competing deadlines. Summary of Duties: • Maintains and further develop the strategic planning framework and design approaches for strategic and multi-year operational planning. • Facilitate the line of sight between Institutional strategy and the APP and EAPP and facilitates the cascade of this alignment to divisional-, faculty- and departmental-level operational plans and tactical plans. • Collaborate with and capacity build stakeholders responsible for KPI achievement on planning execution principles and concepts. • Supports in the mid-term/cyclical review of the strategic plan. • Supports in the facilitation of adaptive management learning sessions. • Manage all administrative processes surrounding the strategic and operational planning process. • Collate data into reporting templates and draft written narratives for mandatory, statutory and management plans and reports. • Compile plans and complete reports, in alignment to DHET regulations and institutional requirements, for submission to DHET and Council. • Review the planning and reporting processes to make process improvement recommendations to line management. • Collaborate with Institutional Planning Monitoring and Evaluation (IPME) team and other stakeholders to support collation and compilation of data and information for the preparation of plans and reports. INSTITUTIONAL PLANNING MONITORING AND EVALUATION POST: STRATEGIC INTELLIGENCE OFFICER (I315) ROLE PURPOSE: To work collaboratively with IPME colleagues to build rigor into key strategic decisions in the Institution, by championing data analysis and turning it into insightful information and recommendations to support executives in evidence-based decision-making. Further, to provide data analytics and management information for all monitoring and evaluation reporting obligations. In addition, the incumbent will be required to assure data quality and build strong business intelligence and data management information infrastructure, systems, and tools for DUT. MINIMUM REQUIREMENTS: • A 4-year relevant qualification in the natural/mathematical sciences • 5-8 years relevant experience in information management/data science/Data engineering/Computer Science of which 3-4 years ideally within the strategic planning function • Data mining and predictive data modelling • Advanced excel proficiency. • Data warehousing and business intelligence platforms • Reporting (KPIs, metrics) • Machine learning techniques • Designing Dashboards and Scorecards • Data visualization and communication • Conceptual thinking • Analytic Problem-Solving SUMMARY OF DUTIES: • Analyse and interpret data using statistical and business intelligence tools and turn data into information to support the University in its strategic management, planning and decision-making requirements. • Use innovative and emerging technologies, models and tools for data collation, extraction and analysis, across a variety of different University data sources, to discover trends, opportunities, threats, to report on key areas of institutional performance and provide advice, recommendations and develop credible scenarios to shape strategic intelligence for strategic planning and decision making to inform DUT’s strategic, operational, and reporting priorities. • Work with IPME Institutional Research (IR), Planning and Monitoring Evaluation and Leaning (MEL) team by giving cross-functional data analytics support. • Capture and organize data to track strategy implementation progress and monitor institutional performance against strategic goals and targets as presented in the Strategic Plan, Annual Performance Plan (APP) and Extended Annual Performance Plan (EAPP). • Maintain data warehouse(s) as well as institutional dashboards. • Ensure compliance with relevant government legislation and regulations, as well as internal policies and procedures that pertain to institutional information and data. • Establish data quality standards, implement and maintains these and also responsible for the running of data integrity tests to determine and report on any limitations in terms of data reliability or usability. • Formats and restructures data (using dashboards; infographics; narratives, etc) into reports on DUT’s operational and strategic performance for submission/presentation to internal and external stakeholders, where such reports maybe investigative reports, ad-hoc reports and compliance reports.
