AMATHOLE DISTRICT MUNICIPALITY The Amathole District Municipality is a Category C (Grade 6) Municipality, established in terms of the Municipal Structures Act. It is situated on the central coast of the Eastern Cape with its headquarters based in East London. The Municipality is looking for visionary, inspirational, customer oriented, high calibre and trend-setting strategist, experienced and suitably qualified individuals to fill the following positions:
EXECUTIVE DIRECTOR: SPATIAL PLANNING & ECONOMIC DEVELOPMENT All-inclusive salary package: (Minimum: R1 206 468.00 - Midpoint: R1 436 273.00 - Maximum: R1 620 698.00) Requirements include: A South African citizen or permanent resident; at least a Bachelor degree in the field of Social or Developmental or Business Sciences or a relevant qualification registered on the National Qualifications Framework at a NQF level 8 with a minimum of 120 credits; minimum of 7 years at senior and middle management level, of which at least 2 years must be at senior management level; Certificate in Municipal Financial Management Programme (SAQA qualification ID No. 48965) or Certificate in Municipal Development (CPMD) is a requirement in terms of the Minimum Competency Requirements of National Treasury Regulations; demonstrable past general management experience in the fields of Public Administration and / or Economic Development; knowledge and experience of good corporate governance and compliance in a government or quasi government environment as well as policy formulation and implementation; strategic thinking as well as formulation of strategies and objectives are essential; practical understanding of the constitutional; legislative and policy frameworks governing the local sphere of government and in particular, the responsibilities of a senior manager in terms of the Municipal Systems Act (32 of 2000) and the Municipal Finance Management Act (56 of 2003); registration with a relevant professional body would be an added advantage; a valid code B driver’s license. Duties include: Providing strategic guidance and leadership towards the rendering of Land, Human Settlement and Economic Development services for Amathole District. Ensuring the development, implementation, monitoring and evaluation of strategies and programmes that work towards the achievement of goals relating to Local Economic Development, Land and Human Settlement; development and management of policies and systems to ensure smooth running of the day to day operations, procedures and processes that relate to all the above stated functions; providing an advisory service to the senior management and council leadership regarding relevant policy and legislative issues of compliance, compiling and managing the Directorate’s annual Capital and Operational Budget; preparing and submitting reports to the Municipal Manager, Council and Council committees; compilation of annual reports; taking responsibility and managing Performance Management System for the directorate; ensuring optimum utilisation of Council resources; leading and managing staff and all related resources.
CHIEF FINANCIAL OFFICER All-inclusive salary package: (Minimum: R1 206 468.00 - Midpoint: R1 436 273.00 - Maximum: R1 620 698.00) Requirements include: A South African citizen or permanent resident; at least Post Graduate Degree or a Degree qualification in the field of Accounting, Finance or Economics registered on the National Qualifications Framework at NQF Level 8 with a minimum of 120 credits or Chartered Accountant (SA); minimum of 7 years at senior management levels, of which at least 2 years must be at senior management level; demonstrable past financial and general management experience and should possess good business acumen; knowledge and experience of the principles of good corporate governance and compliance in a government or quasi government environment; Policy formulation and implementation; National Treasury Certificate in Management Development for Municipal Finance (CPMD) qualification as per Government Gazette 29967; practical understanding of the Constitutional, Legislative and Policy frameworks governing the local sphere of government, and in particular, the responsibilities of a senior manager in terms of the Municipal Systems Act No. 32 of 2000 and the Municipal Finance Management Act; good understanding and ability to implement MFMAct No.56 of 2003. Duties include: Providing strategic support to the offices of the Municipal Manager and the Executive Mayor for the day-to-day financial management of the Municipality; fulfilling the role of Chief Financial Officer (CFO) as prescribed by the Municipal Finance Management Act No. 56 of 2003 (MFMA); preparing and implementing the budget; advising the senior managers in terms of budgeting, accounting, analysis, financial reporting, cash management, debt management and other duties as delegated to the CFO from time to time; advising the Municipal Manager, Executive Mayor and other Office-bearers on matters of financial and economic strategies including policy formulation; development and implementation of appropriate financial policies, procedures and rules applicable to the Municipality or re-evaluate the existing financial architecture to ensure relevance & compliance; preparing and submitting regular reports to Council, Executive Mayor, Provincial and National Departments as prescribed by various pieces of legislation; preparing budget in terms of legislated timeframes; preparation and implementation of medium term financial plans; calculation, determination and implementation of tariffs for Municipal Services and facilities; budgetary controls and monitoring of spending patterns and generation of income in terms of Council’s approved SDBIPs; monitoring and controlling of proper accounting systems; preparation of annual financial statements in accordance with acceptable accounting practices; cash & investment management; billing processes and revenue collection; development, implementation, monitoring and maintenance of asset registers and municipal wide internal control systems; managing the Human Capital of the Budget and Treasury Office; taking an active role in the preparation of audit periods.

Duties include: Development and co-ordination of an Integrated Strategic Planning Framework for the District Municipality; monitoring and overlooking alignment of sectoral plans with the Integrated Development Plan (IDP); strategic support to the Municipal Manager & management in aspects of Strategic Management and Organisational Development; supporting the Municipal Manager in implementation of Organisational Performance Management & monitoring implementation of priority projects; overseeing the Municipal Support Management & assisting in the facilitation of the Municipal Strategic Planning Process; overseeing Information Management, Municipal Support and co-ordination; compilation of annual report; ensuring optimum utilization of Council resources; leading and managing staff and all related resources; ensuring effective management of the Legislative, Executive and Support Services; development and implementation of policies and systems to ensure smooth running of the day-to-day operations, procedures and processes management and council leadership regarding relevant policy and legislative issues of compliance. EXECUTIVE DIRECTOR: COMMUNITY SERVICES All-inclusive salary package: (Minimum: R1 206 468.00 - Midpoint: R1 436 273.00 - Maximum: R1 620 698.00) Requirements include: A South African citizen or permanent resident; at least a Bachelor’s Degree in Social Sciences/Public Administration/Law or a relevant qualification registered on the National Qualifications Framework at a NQF level 8 with a minimum of 120 credits; Certificate in Municipal Financial Management (SAQA qualification ID No. 48965) or Certificate in Municipal Development (CPMD) is a requirement in terms of the Minimum Competency Requirements of National Treasury Regulations; minimum of 5 years’ experience at a middle management level; have proven successful institutional transformation skills within public or private sector; good knowledge and understanding of institutional governance systems and performance management; understanding of council operations and delegations of powers, as well as health services management; registration with the South African Council for Social Service Professionals (SACSSP) or similar recognized relevant professional body would be an added advantage; a valid code B driver’s license. Duties include: Providing of Strategic guidance and leadership towards the rendering of Municipal Health, Fire Fighting and Disaster Management Services for the Municipality; ensuring the development, implementation, monitoring and evaluation of strategies and programmes that work towards the achievement of goals relating to Municipal Health and Community Services rendered by the Municipality; coordinating COVID -19 functions in the district; development and implementation of policies and systems to ensure smooth running of the day to day operations; procedures and processes management and council leadership regarding relevant policy and legislative issues of compliance; compiling and managing the Directorate’s annual Capital and Operational Budget; preparing and submitting reports to the Municipal Manager; compilation of annual report; taking responsibility for Performance Management Systems of the employees of the Community Services Department; ensuring optimum utilization of Council resources.
