Key performance areas: • be responsible and accountable for an economical, effective, efficient and accountable administration • Manage the Municipality's administration in accordance with the Municipal Systems Act and other legislation applicable to local government • Implement the Municipality's Integrated Development Plan, and monitor progress with implementation of the plan • Manage the provision of services to the district community in a sustainable and equitable manner • Appoint staff other than those referred to in Section 56 of the Municipal Systems Act • Maintain discipline of staff, promotion of sound labour relations and compliance by the Municipality with applicable labour legislation • Advise the political structures and political office bearers • Manage communications between the Municipality's administration and its political structures and political office bearers • Facilitate participation by the local community in the affairs of the Municipality • Develop and maintain a system whereby community satisfaction with Municipal services are assessed • Implement national and provincial legislation applicable to the Municipality, and perform any other function that may be assigned by the Municipal Council • Give support to local municipalities in terms of legislation applicable to a District Municipality • Administer and implement the Municipality's by-laws and other legislation • Be responsible for all income and expenditure of the Municipality, all assets, the discharge of all liabilities and proper diligent compliance with applicable municipal finance management legislation and implementing strategic goals of the Municipality through cooperation and innovative teamwork.
Department: Budget and Treasury Chief Financial Officer (5-year fixed-term employment contract) Remuneration package: All-inclusive remuneration package from R932 548 (minimum)/R 1 078 089 (midpoint) / R1 223 632 (maximum) per annum (as per Government Gazette No 42023) subject to the signing of an employment contract, a performance agreement and financial disclosure form for financial interests Requirements:• Postgraduate degree or qualification in the fields of Accounting, Finance, or Economics registered on the National Qualifications Framework at NQF level 8 with-a minimum of 120 credits or Chartered Accountant (SA) • Minimum of 7 years at senior and middle management level, of which at least 2 years most be at senior management level. Knowledge: • Knowledge of MFMA, GRAP and GAMAP, Treasury Regulations, DORA and Supply Chain Management is essential • Strategic leadership and management • Strategic financial management and operational financial management • Extensive knowledge of Local Government legislation, policy, regulations, standards and procedures, including provisions of the Municipal Finance Management Act • Legibility in terms of the competence framework for senior/section 57 managers as promulgated by the Minister of Corporative Governance and Traditional Affairs • Advanced computer skills. Key performance areas:• Report directly to the Municipal Manager on key departmental activities • Be responsible for overall management of the Budget &Treasury Office/Department • Implement the Integrated Development Plan (IDP) as well as strategic goals of the Budget &Treasury Office/Department • Provide support and advice to the Municipal Manager and Council 8 • Implement the Departmental Service Delivery Budget Implement Plan (SDBIP) • Develop and implement key strategic/business plans, including Supply Chain Management, Revenue Management, Expenditure Management and Budget & Reporting • Prepare and implement municipal budget • Prepare annual financial statements and other mandatory financial management reports • Perform duties and functions delegated to the Chief Financial Officer by the Municipal Finance Management Act and as delegated by Council and/or by the Accounting Officer.
