UMLALAZI LOCAL MUNICIPALITY The uMlalazi Municipality is situated on the North Coast and comprises amongst others the towns of Eshowe, Gingindlovu and Mtunzini and has a municipal area of 2300 square kilometres. Applications are hereby invited from innovative and strategic thinking ability, strong communication skills and a quality and results driven attitude for the following challenging position which is located at Eshowe. The appointment will be made in compliance with Section 56 of the Local Government Municipal Systems Amendment Act 07 of 2011 and in line with the Local Government Regulations on appointment and Conditions of Employment of Senior Managers promulgated on 17 January 2014. Appointment is a fixed term performance contract for a period not exceeding one (1) year after local government elections.
• Must have extensive knowledge of the public office environment • Good knowledge of the EPWP (Extended Public Works Programme) and labour-based construction methods • Must be able to formulate engineering master planning, project management and implementation • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) • Core competencies as set out in the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers, 17 January 2014 • Certificate in Municipal Minimum Finance Management Finance Management (SAGA Qualification ID No. 48965) for Senior Managers of Municipalities, as provided for in Regulation GN R493, dated 15 June 2007 • If a newly appointed person is not in possession of this competency, he/she must complete it within eighteen (18) months from the date of employment • Excellent facilitation and communication skills in at least two official languages of the KwaZulu-Natal • A Code B driver's licence • Own transport • Registration with a recognized relevant engineering professional body would be an added advantage.
Key performance areas: • Reporting to the Municipal Manager, the post operates at strategic level and the main focus is to lead, direct and assume responsibilities of all municipal engineering services duties and functions as required by relevant legislations, to be accountable for the execution of all the directions and resolutions of the Municipality, manage the implementation, monitoring, evaluation and reporting sequences of outcomes associated with plans and programmes to accomplish key delivery objectives with respect to electrical services; roads; mechanical services; roads and storm water; project management • Ensure that all projects identified under DORA are efficiently and effectively implemented, while ensuring the existence and implementation of a robust operations and maintenance programme for existing municipal infrastructure • Responsible for the effective and efficient leadership and financial management of operations in the municipal engineering sector to ensure that the Integrated Development Plan and other infrastructure development plans, integrate congruently with the overall mandate of the Municipality vis-a-vis service delivery and development facilitation. Appointments will be made according to the Council's Employment Equity Plan, which ensures representation of designated groups in the Municipality, including those living with disabilities. It would be expected of candidates to be subjected to thorough evaluations. Previous and current employers and references will be contacted.
