Core Competencies • Good knowledge and understanding of relevant policy and legislation; • Good knowledge and understanding of institutional governance systems and performance management. • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) • Knowledge of geographical information systems and • Knowledge of spatial, town and development planning. Added Advantage • Project management certificate or diploma or; • Registration as a Professional Planner in accordance with the Planning Professions Act, 2000, (Act No. 36 of 2002) Key Performance Areas • As Head of Department incumbent will provide an advisory service to the Council and Municipal Manager regarding planning policy matters • Responsible for the strategic Planning, Town Planning, Building control and Regulations, GIS, Real Estate & Land sales, Housing and IDP • Ensure that all council policies and relevant national and provincial legislation regarding planning matters are implemented In accordance with the PDA regulations and SPLUMA. • Execution and control of the budgetary processes in the department. • Coordination and facilitation of the IDP • Development and implementations of land management strategies and spatial plans. • Coordination’s of housing matters. • Directing and management of performance of the employees in the department. • Advising the senior managers on the performance reviews and SDBIP processes.
