CONTRACT ADMINISTRATOR (GAUTENG) Reference Number: TA-33 Description KEY PERFORMANCE AREAS 1.Customer Relations 1.1.Provide support to internal and external stakeholders; 1.2.Attend to contract related queries from stakeholders; 1.3.Attend and participate in annual workshops targeting SDFs and relevant stakeholders; 1.4.Participate in provincial activities (Career and industry exhibitions and job fairs). 2.Finance and Chamber Administration 2.1.Record, prepare and submit payment requisitions/ claims for payment and provide proof of payments to stakeholders; 2.2.Upload claim documents on QMS and Papertrail; 2.3.Assist with the Coordination travel arrangements for the chamber and Chamber Committee members; 2.4.Ensure that Subsistence, Travel and Chamber Committee allowance claims are processed and submitted to HR; 2.5.Provide personal assistance to the chamber Executive Officer timeously; 2.6.Assist with the arrangements and coordination’s of Chamber Committee meetings and minute-taking; 2.7.Arrange chamber meetings accordingly; 2.8.Keep an updated and accurate filing system of all chambers administrative documents; 2.9.Coordinate general procurement within the chamber in line with SCM processes; 2.10.Assist in addressing audit queries. 3.Contract Administration 3.1.Assess DG claims; 3.2.Prepare evaluation reports and cheque requisition for payments; 3.3.Capture contract deliverables on QMS and Papertrail; 3.4.Capture learnership agreements on QMS and Papertrail; 3.5.Prepare addenda to contracts; 3.6.Maintain an up-to-date filing system of all documentation in support of DG. claims; 3.7.Assist in generating DG contracts and related addenda as and when required; 3.8.Upload new contracts on QMS and Papertrail; 3.9.Provide inputs to DG report and Commitment schedule; 3.10.Communicate contract deviations; 3.11.Maintain an updated registered SDF/Stakeholder database. Requirements MINIMUM REQUIREMENTS 1. Experience and Qualification •M+3 qualification in HRM/ETD or relevant tertiary qualification; •Minimum of 3 years’ administrative experience, 1 year of which should be experience working with contracts and financial aspects thereof; •Exposure to ETD/SETA environment will be an added advantage; •Have at least code 8 driver’s license; •Willingness to travel and work overtime. 2. Knowledge and Skills 2.1 Knowledge and understanding of: •The ETD/SETA environment will be an added advantage; •Contract management; •The following legislations - Skills Development Act, Skills Development Levies Act, National Skills Development Plan, Public Finance Management Act, Quality Council for Trades and Occupations Act, Protection of Personal Information Act and South African Qualification Authority. 2.2. Skills •Administration skills, project management skills; •Good interpersonal skills (both written and verbal); •Telephone etiquette skills; •Computer skills including MS Word, MS Excel, MS Outlook, MS Power Point. Customer Relations 1.1. Provide support to internal and external stakeholders by attending to all queries and complaints; 1.2. Communicate and capacitate stakeholders on new developments in the Post School Education and Training Sector; 1.3. Communicate and capacitate the subsector on TETA policies, processes and systems 1.4. Attend to contract related queries from stakeholders; 1.5. Participate in TETA and Stakeholder forums, workshops and career exhibitions; 1.6. Promote the TETA Brand to the Road Passenger subsector. 2. Finance and Chamber Administration 2.1. Promote Road Passenger Subsector participation in the Mandatory Grant system; 2.2. Record and assess Discretionary and Mandatory Grant payment claims; 2.3. Reconcile payments, manage surplus declaration and cancellation schedules; 2.4. Maintain an updated and accurate financial commitment schedule for all active contracts; 2.5. Ensure accurate stakeholder banking details for the payment of Mandatory and Discretionary Grant Claims; 2.6. Motivate for the procurement of goods and services and ensure delivery thereof through goods/services received voucher; 3. Drive Implementation of National Skills Development Plan (NSDP) in the Subsector 3.1. Advise the subsector on the implementation of NSDP; 3.2. Participate in research and knowledge initiatives to inform the subsector’s contribution to the Sector Skills Plan; 3.3. Implement and monitor implementation of learning programmes such as learnerships, Occupational Qualifications, skills programmes and Work Integrated Learning. 4. Implementation of Discretionary Grant Contract and Mandatory Grants 4.1. Assist stakeholders to capture WSP/ATR on TETA system; 4.2. WSP/ATR application and provide the necessary feedback; 4.3. Assist with the development of templates and contracts for the implementation of Discretionary Grants; 4.4. Receive, register and assess Discretionary Grant applications and prepare a recommendation schedule; 4.5. Manage, monitor and support the implementation of discretionary grants; 4.6. Develop and prepare the necessary monitoring reports for both Mandatory and Discretionary Grants. 5. Reporting 5.1. Verify all supporting documents submitted and used for reporting of both Mandatory and Discretionary Grants; 5.2. Prepare and submit weekly, monthly, quarterly and annual reports on the implementation of Mandatory and Discretionary Grants projects; 5.3. Prepare and submit performance reports of Achievement of Predetermined Objectives; 5.4. Prepare and keep an updated Discretionary Grants Projects report; 5.5. Compile monitoring reports from stakeholder visits or online monitoring. 6. National and Provincial Stakeholder Support 6.1. Assist with implementation of Memorandum of Understanding with Adopted Schools, PSET institutions and the sub-sector; 6.2. Support career exhibition initiatives, Nationally, Provincially and Adopted Schools; 6.3. Participate in the provincial skills development forum and other national and provincial initiatives.
