Position Purpose The Master Installation Electrician is a person who has been registered as a Master Installation Electrician in terms of regulation 9 and who has been approved by the Chief Inspector for the verification and certification of the construction, testing and inspection of any electrical installation for efficient and effective custody, transfer and transport of petroleum products in liaison with Operations, Instrumentation and Mechanical departments in Transnet Pipelines. The Master Installation Electrician is responsible for electrical scheduling, inspection and to ensure safe working conditions. Position Outputs 1) Managing of COC’s (Certificate of compliance) a. Undertake periodic inspections and issuing COC’s as per National Codes and OSH Act b. Conduct 2Y compulsory OHS Act Hazardous area equipment inspections. c. Maintain depot COC’s and compliance of Electrical Equipment housed in Hazardous areas. 2) Give guidance and oversee Electrical Installations 3) Control the integrity of Equipment • Ensure the correct application of the correct Electrical equipment in the Plant/operations 4) PREVENTATIVE MAINTENANCE • To perform preventative maintenance tasks on electrical equipment by detecting, repairing and reporting minor defects as well as reporting major defects thereby ensuring reliable equipment for the continuous operation of the pipeline e.g. 220V-3.3 Kv motors, control gear and trip protection equipment e.g Actuators 5) DEFECT REPAIR • Identify, analyse and repair defects on installed (live) equipment. Repair specific installed (live) equipment by performing diagnostic tests to identify defects and effect repairs. Reading and understanding schematics and reports are essential e.g. Mainline motor starter and trip protection, 380V panel starters and trip protection. 6) Bonding - witness and install 7) REMOVE AND REPLACE INSTALLED (LIVE) EQUIPMENT • Removal and replacement of specific equipment by planning the complete installation, isolation and removal of the equipment as well as preparing and installing the replacement, energising and testing the operations of the equipment e.g. Main motors, Actuators, lights, cranes, enclosures, isolators and stop/start stations. 8) REFURBISHMENT AND MODIFICATION OF ELECTRICAL EQUIPMENT Refurbishing equipment by disassembling the equipment, replacing defective parts, reassembling and testing the equipment to the manufacturers specification e.g. • Starters • Actuators • Certify all refurbished Equipment 9) HIGH VOLTAGE EQUIPMENT Obtaining authorisation and undertaking switching (A-Brown) and earthing on high voltage switchgear and equipment up to 132KV, issuing of work and test permits as well as undertaking maintenance of the above equipment. Also supervise unathorised personnel in substations and HT yards. Work to a clearance of live high voltage equipment as per electrical HIGH VOLTAGE instructions 10) SAFETY • Attend Meetings • Do Safety Inspections • Use of safety equipment • Ensure compliance of Equipment for flameproof safety and standards • Assist with Job Observations and Supervision of personnel 11) ADMIN The effective control of administration duties which includes:- • Reports (defect, inspection) • Obtain and cancel hot work permits (Electrical) • Job cards • Operate SAP Modules (MM & IM) • Maintain records, registers and COC’s as per applicable legislation • Assist with internal electrical audits. • Assist with Acting as an Electrical Supervisor as and when required. Qualifications and Experience • Trade Test Electrical (3 years) with 3 years Technical/Electrical on the Job experience. Must have adequate knowledge of all electrical equipment on Transnet Pipelines to be able to function on his/her own. The following courses must be passed with practical on the job experience during the three years’ experience in Transnet Pipelines. • Obtained qualification and accreditation to qualify for a Master Installation Electrician • Must be prepared to register at the Department of Labour as a Master Installation Electrician and complete 2 years on the Job Training and exposure and obtain final Accreditation. Competencies • Computer literate SAP Course in Plant Maintenance (MM & IM Modules). • Purchasing and Inventory, Word Excel, etc. • High Voltage safety instructions (A-Brown) Thereafter a person has to get practical experience (training) on depots in the region until passed out. Position Purpose To define the role and responsibilities of the Principal Project Manager (PPM). The PPM, reporting to the General Manager-Capital & Strategic Projects, R&D, CI (GM: C&SP), is accountable for ensuring the efficient and effective delivery of the large programme/ projects. He has the overall accountability for the scope, cost, schedule and quality on all the phases of the programme/ projects. He/ she provides routine and regular feedback to the Project Sponsor(s), GM: C&SP and the programme/ project team on progress, costs, issues or areas of concern. The PPM is a hands-on manager and as such, he will participate in project related activities, as necessary, during the project and will be familiar with all aspects of the project implementation. He/ she has the delegated authority to make decisions and co-ordinate overall needs and direction in liaison with the GM: C&SP. The PPM provides owner’s team direction to the project management of the EPCM Provider/ Contractor; will assist with major issues, problems and policy conflicts; removes obstacles; is active in planning the scope; approves scope changes, signs off major deliverables; and signs off on approvals to proceed to each succeeding project phase as per the PLP process. Large programmes/ projects in Capital Projects are Environmental Contain & Recover, Site Assessment, and Remediation & Rehabilitation, TFIT, PL6. A PD/ PPM is also allocated for the tanks component of the NMPP phase1b mega project. Position Outputs • Achieve the LTI and injury/incident frequency rate targets as included in the PEP for the project as a whole through demonstrating personal commitment to safety and by implementing systems both in the office and on site to promote safety awareness and create a “safety first” culture. Co-ordinate the development of a project budget derived from the initial or proposal budget and a corresponding project implementation schedule. Conduct regular project progress and cost estimate review meetings. Qualifications and Experience Mandatory; BSc Eng / B Eng / BSc Honours Construction Man or equivalent • Professional Registration as PrCPM in terms of SACPCMP requirements • Advantageous: Masters / Bachelors in management related disciplines i.e. MBA, MBL, MSc Project Management, BCom is preferred • Professional Registration as Pr Eng in terms of ECSA is preferred. • PMP Certification/ equivalent is preferred. Position Purpose The provision of cathodic protection subject matter expertise in the effective and efficient execution of cathodic protection capital and working projects, the compilation of specifications, tender documentation, policies, standards, & procedures to ensure a continued, updated, adequate, fit for purpose, functional cathodic protection network for the safe transportation and distribution of liquid petroleum, crude products and gas for TRANSNET PIPELINES. The above include SME actions into high level / detailed investigations, problem solving, cathodic protection consulting to other Major capital projects, pump station / workshop support and Research & Development. The managing, supervision, motivate and lead subordinate/s as to achieve the above-mentioned company goals. Position Outputs Support and implement road map plans for the asset lifecycle management strategy to ensure the availability of reliable and excellent condition, cathodic protection equipment and infrastructure. Support and manage lifecycle plans for the cathodic protection assets, in order to ensure proper planning for the maintenance, upgrading, replacement and scrapping of the assets, where applicable. Support and monitor the cathodic protection asset maintenance plan (5–7-year plan) to ensure that assets are maintained in a condition fit and safe for operations within the approved maintenance budgets. Monitor and review the performance of all cathodic protection infrastructure assets and implement technical audits to determine if their performance is according to the approved maintenance plan, operational performance standards and degradation rates and modify accordingly, where applicable, to ensure alignment to the maintenance plan. Monitor, analyse and record the unplanned and planned work done on Electrical assets, failure rates, material and components usage, manpower utilisation, incidents and breakdowns as a result of engineering/technical reasons to reduce the ratio of unplanned versus planned maintenance to ensure compliance to approved asset performance standards. Support the availability of spares versus long-term demand to increase and optimise availability, supply and reliability of assets for operations. Support and ensure effective utilisation of a technology for maintenance management system, ensuring information is always up to date and available for audit and legal requirements. Ensure Operational Readiness for new assets in terms of maintainability, spares availability, skilled maintenance and operational personnel and technical support and facilities. Provision of cathodic protection technical support for the planning, design, maintenance and decommissioning of pipeline infrastructure. Support and monitor systems and tools to ensure effective cathodic protection asset lifecycle management and keeping abreast of latest market developments, training and ensuring correct deployment. Provide ad hoc reports and investigations. Compile/update Cathodic Protection policies Compile/update Cathodic Protection project/tender specifications. Provide Cathodic Protection standard requirements for other Technical Capital project, quality assurance and Inspections. Qualifications and Experience BSc or BTech degree in Electrical Engineering, with a Minimum 5 years’ experience or National Diploma in Electrical Engineering, with 8 years of experience. NACE CP Level 2. The above experience must be in a steel pipeline environment. Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19. Must be willing to undergo Lifestyle Audit. Eligible to registered with ECSA as a Professional Engineer/Technologist/Certificated Engineer or a Professional Engineering Technician.
