Position Outputs # Capital Budget: Project management of annual Capex budget process and Capex 10-year plan including highlighting of possible risks and optimising the capital expenditure portfolio for Transnet Pipelines (TPL) that supports the strategic and financial objectives of TPL and Transnet Capital Tender Process: Provide financial input into the evaluation of all capital tenders including: o Review and sign off of financial evaluation of capital tenders, including recommendation to the Divisional Acquisition Council; and o Participation in the Cross Functional Sourcing Team (CFST), including forming part of the contract negotiations team as the finance representative to optimize financial outcome of the contract agreement. Capital Business Cases: o Financial analysis and review to ensure that business cases are viable in accordance to TPL methodology. o Financial analysis and review of minor capital spend submissions to ensure viability and business sense; and o Interrogation of Capex submissions, for inclusion onto the Capex Breakdown, aligning investments with Transnet’s strategy. #Process and Systems: Optimise capital expenditure portfolio by maintaining and designing systems and procedures to effect efficient and effective capital investment management, this includes: o Collation, Coordination and prioritization of inputs into the capital expenditure budget (including alignment of the budget with capacity requirements); o Review and analysis of all capital expenditure Reports including highlighting variances to plan and identifying opportunities for optimization; o Review of the monthly project status reports to correctly capture the latest estimates into the expenditure plan; and o Provide strategic inputs into the capital investment plan as well as individual business cases to create long term value for TPL and Transnet. Capital prioritization o Identify and Implement capital projects according to TPL Capital Prioritization methodologies. Capital spend: o Monitoring and analyses of progress on capex spend , notification of potential risks to capex spend and affordability to TPL Capital Investment Committee (CAPIC), along with recommendations on how to address these; and o Conduct regional reviews of the capital budget as well as fleet requirements with the aim of optimising capital per region. Governance and CAPIC Secretariat: o To manage the Governance and CAPIC Secretariat’s duties so that they are performed according to their work profile. Qualifications and Experience Qualifications, Experience & Inherent Job Requirements Candidate can have either of these qualifications: CA (SA), CIMA, Eight (5) to ten (8) years of experience in financial planning and finance. Management experience (2 -3 years) in a Financial Planning / Capital expenditure environment in a multi-million rand turnover company, or related disciplines. Additional Job Requirements Driver’s license code 08 Travel as required and approved of Trust and Honesty in the handling of Finances as per the National Credit Act Amendment 19 Competencies Knowledge/Skills required: In depth knowledge of capital investment environment. Ability to produce Financial Models. Advanced Spreadsheet Skills. Knowledge of financial policies, controls and procedures. Knowledge of compilation of budgets. Knowledge of Public Finance and Management Act (PFMA) and King Code of Corporate Governance and Conduct. Sound organising and administrative ability MS Excel (Expert Level).
