Responsible for managing all quality assurance functions such as quality control planning, preventive action, non-conformance control, corrective action, management of change, audits and project quality reporting and review. Co-ordinate the establishment and implementation of a Quality Management System within Transnet Pipelines projects in accordance with the ISO9001:2008 standard requirements. To maintain and optimize the Quality Management System on a continuous basis on projects. To give inputs and assistance to colleagues that will ensure quality processes and therefore quality products. Customer relationship management to ensure partnerships and alliances. This position reports to the Senior Manager SHQ within the organization and reports to the Manager SHEQ on project. Position Outputs 1. Establish and maintain a Total Quality Management, and Assurance System at Transnet Pipelines: • Planning, documenting, implementing and monitoring the Quality requirements in TPL as a whole: • To establish and maintain a quality management (assurance/Control) system in order to provide consistent quality products and services. • Lead implementation of all quality management activities at TPL. • Optimizing methods and equipment for QC. • Set up and manage the Quality plan and Audit programme. • Provide reports related to quality to management on a regular basis to keep management informed and to initiate corrective actions, • Form Quality Management System Steering Committee • Propose, implement and review Quality Management System Documentation to senior management 2. Product Assurance for customer satisfaction: • Coordination of customer feedback process and cross-functional review of results to identify improvement areas to reduce amount of claims and cost of concessions. • Give inputs and assistance to processes and Operations staff in order to provide quality products and services to their customers; and 3. Improve quality culture at Transnet Pipelines: • Guide and facilitate the Transnet Pipelines management teams on projects, in effective implementation of quality management systems; • Provide necessary support and information to operations stakeholders to facilitate ongoing quality management competence and awareness at Transnet Pipelines; • Ensure the effective communication of necessary information throughout Transnet Pipelines • Promote a quality management culture at Transnet Pipelines; develop the competence of TPL employees on quality of projects Coordinate with stakeholders on inputs into various matters such as – reports, policies, procedures, Standards, regulations and other related legislation etc. • Participate in future products specification SANS working groups with other stakeholders to keep abreast with future products specification changes in the country. • Ensure the implementation of ISO 17025 standard at Transnet Pipelines laboratories in order to ensure acceptance of products quality by the stakeholders 4. Managing Budget: • Analyse the strategic plan of the Quality Assurance function to determine the financial requirements to deliver on strategic outputs in line with budget prescripts from the CFO. • Compile a comprehensive budget indicating the financial requirements for each element of the strategic plan and submit the budget for approval in accordance with policies and procedures. • Monitor the expenditure against the budget and ensure that spending occurs within the budget and ensure that only authorised overspending is approved in accordance with procedures; and 5. Qualifications and Experience Mandatory Qualifications, Experience & Inherent Job Requirements • Bachelor’s degree in engineering or equivalent degree. • ISO/SABS Accredited QA qualified person. • Qualified system auditor according to ISO 9000 or ISO 9000 (9001:2008) implementation experience. Minimum Years Relevant Experience: • 10+ years of quality management experience in petroleum or similar industry and / or major engineering projects; • Experience in the deployment of an enterprise-wide Quality Management Systems in a pipeline or petroleum industry environment.
