THE INNOVATION HUB The Innovation Hub Management Company (SOC) Ltd (“TIHMC”), a subsidiary of the Gauteng Growth and Development Agency (SOC) Ltd (a multi-billion Rand initiative by the Gauteng Provincial Government for investing in strategic economic infrastructure so as to unlock economic growth in Gauteng). The Innovation Hub is a leading Science and Technology Park in Africa and a provincial innovation agency, established to spur the growth of smart industries in Gauteng to drive the Transformation, Modernisation and Reindustrialisation of the Gauteng economy. It is now offering the following opportunity to a competent and dedicated person to join a dynamic team in Pretoria East:
• Lead and manage the sourcing, negotiation, and closure of new land deals to ensure land uptake as per pre-determined targets in the Master Development Plan to support financial sustainability and growth of the science park model • Ensure that all documentation, drawings and approvals required are obtained and filed (Electronic and hard copies) • Ensure that the Property Owners Association (POA) Board is updated and were required its approvals obtained and filed • Monitor and ensure compliance with TIHMC Urban Design Framework and the POA Regulations in infrastructure planning and delivery • Facilitate and provide secretarial support to the POA Aesthetics Committee for its approval of all architectural designs on site • Provide updates to the POA Board on infrastructure development on site including all other matters relating to the site development • Ensure that the TIHMC land parcels are ready for development in compliance with the Conditions of Establishment and the Services Agreement and specifically that the residual obligations of TIHMC are discharged and the full development rights of TIHMC are realized to optimize long term financial sustainability and growth of the science and technology park model in line with the Master Development Plan • Manage processes for the planning and delivery of internal and external bulk infrastructure to support full development of the site • Facilitate the development and implementation of a long term infrastructure development funding strategy to support the full development of the science and technology park model and to create market certainty on TIH as an investment destination (both foreign and domestic direct investment) A project concept, programme and budget are approved • All town planning issues and approvals are obtained in line with approved project programme including building plans • POA Aesthetics Committee approvals are also obtained before construction • Compliance with Urban Design Framework and POA Regulations is verified before municipal approvals • Health and safety official(s) including Environmental Officers are appointed to ensure compliance by all contractors on site • Access and security issues are dealt with in consultation with the POA before construction commences • Site road access and the avoidance of damage to TIHMC road infrastructure is addressed including any stakeholder issues (such as dust and noise from heavy construction trucks) • Coordination meetings are held regularly with the professional team and all stakeholders to ensure smooth delivery of infrastructure and minutes circulated in time to all concerned • Monthly reports are produced by the management consultant and technical advisors to facilitate project monitoring and adherence to programme including the management of exceptions and deviations to ensure not only compliance to programme but also to eliminate cost overruns • Ensure professional commissioning and hand over including the submission of all land owner and developer documentation such as including blue prints and manuals and training is done were appropriate on relevant installations and other structures so handed over • Ensure the issuing of the occupation certificate by the municipality for the file and all as-built plans for the file.
Land Up-Take and POA 1. Lead and manage the sourcing, negotiations and deal closure for land uptake deals • Recruit and source deals • Negotiate, provide transaction advise to executive management and close deals • Perform and develop appropriate financial models to support deal financial viability and returns for TIHMC in line with Master Development Plan • Prepare written reports /memoranda with recommendations on deals for approval by Executive Management, TIHMC Board, GGDA Board and Government, were appropriate • Lead and manage deal contracting and documentation in consultation with TIHMC Lawyers and Chief Executive, and in line with Board resolutions 2. Manage all required approval processes and documentation to ensure compliance with PFMA and GGDA Policies. 3. Maintain adequate records (paper and electronic) of all interaction with consultants and investors in land deals and the municipality including all other role players. 4. Manage the relation between TIHMC and other land owners in the POA • Represent TIHMC in POA Board and Committees • Provide support to POA operations management and coordinates maintenance and security on site • Submit all required to POA Board and Committees • Ensure compliance with POA Regulations on site. 5. Management of the PPP Office • Establish and manage the EB2& EB3 PPP Management Unit • Manage the relationship with the Private Party to ensure a successful PPP • Lead and manage Private Party compliance • Maintain effective and efficient document and report management for the unit • Manage staff and all resources allocated to the Unit • Ensure compliance with Board and other external compliance requirements Building Occupancy and Life Cycle Maintenance 1. Lead and manage tenant recruitment, installation and retention • Maintain agreed building occupancy levels • Provide effective and efficient lease management • Implement life cycle maintenance on buildings and installations to reduce costs and improve uptime • Provide effective and efficient tenant installations and vacations • Management tenant relationships to ensure raising tenant satisfaction and retention • Leverage buildings to improve TIH financial sustainability and improved building asset values • Manage building and site wide security within available resources and on a sustainable basis • Manage TIHMC statutory compliance (e.g. National Building Regulations, Occupational Health and Safety, National Environmental Management Act, Emergency etc.) • Manage Disaster Management Plan for the site
Qualifications, experience and skills requirements: The position requires possession of a tertiary degree. At least 5 years’ experience in business planning/business development and infrastructure project management at a senior level; in working and leading managing multi-disciplinary teams both inside and outside TIHMC to successfully deliver projects Knowledge of PFMA; Treasury Regulations and Building Regulations; Sound knowledge and experience of strategic project management, business planning/development, deal sourcing and closure, negotiating, and contract management. Exposure to business development and property development in a science and technology park.
