SOUTH AFRICAN LOCAL GOVERNMENT ASSOCIATION (SALGA) Portfolio Head: IGR and Parliamentary Affairs (5 Year Fixed-Term Contract) Based in National Office (Pretoria) Ref: 20/12/06 Cluster: Office of the CEO Remuneration package: A competitive salary package with benefits ROLE OVERVIEW Reporting to the Chief Executive Officer, this role is responsible for leading, directing and managing a multi-disciplinary team to design, implement and manage an IGR & PA system that assesses and monitors current, pending and future business of the IGR structures and parliament. Secondly, to facilitate local government inputs into the national legislative process to ensure that the interests of municipalities are protected and to constructively disrupt policy and legislative systems that are hindering local government to deliver its developmental mandate.
KEY PERFORMANCE FOCUS AREAS The successful incumbent will be expected to perform the following responsibilities:- ■ Research and Benchmarking: Strategically inform the SALGA research agenda for IGR and PA Provide ongoing analysis of the key challenges, needs and trends in IGR and the affairs of Parliament, to ensure that local government strategies and programmes are appropriately designed (with regards to both policy response and effective models of service delivery) Conduct and interpret research in IGR and Parliamentary affairs and create a learning and sharing platform to strengthen municipal representation. Be a key repository of knowledge and information on local government and matters relating to the sector/ area of specialization. ■ Business and Programme Planning: Coordinate and develop portfolio business planning process, including the development of key target, timelines, consultation processes, risk analysis and resourcing requirements. Coordinate all portfolio reporting requirements and ensure reports are delivered on time and are accurate in conjunction with colleagues, design and develop best-fit solutions/ projects to address Local government challenges in the IGR and PA space. ■ Financial and Budget Management: Prepare, control and monitor the annual and monthly portfolio budget so that expenditure is in line with SALGA’s financial requirements. Fulfil revenue generation requirements SALGA has of all Senior Managers. ■ People Management and Promoting a High Performance Culture: Lead, manage and equip staff in the portfolio so that they achieve their work objectives and work within an environment conducive to achieving required results. ■ Corporate Governance and Risk Management: Ensure SALGA compliance with related Legislative frameworks. Uphold sound corporate governance principles in the day-to-day operation of the cluster. ■ Stakeholder Management: Manage the relationship with external stakeholders (Research and innovation partners & service providers). Provide effective technical advice and support to Senior and Line Managers with regards to portfolio. ■ Intergovernmental Relations: Facilitating, coordinating and enabling effective and impactful SALGA representation on IGR Fora. Develop and monitor the IGR Program for SALGA. Play an advocacy and lobbying role in representing member municipalities. ■ Parliamentary Affairs: Managing and coordinating the affairs of the Parliamentary Office to support participation and input to parliamentary committees. Develop and monitor the Parliamentary programme for SALGA Attending the NCOP Programme committee and the Joint Programme Committee meetings and advise SALGA on the developments with regards to the parliamentary programme. Ensure proper development of a SALGA advocacy and lobby strategy on its parliamentary and legislation role on all legislative and policy development processes impacting on local government.
