KEY COMPETENCIES [CHIEF FINANCIAL OFFICER]: •Provide strategic advice and support on Financial Management matters to Council, the Accounting Officer as well as the Executive Management Team •Effectively and efficiently implement and manage the financial management systems •Develop and implement key strategies to ensure effective implementation and management of systems, processes, procedures and controls relating to Supply Chain Management, Revenue Management, Expenditure Management and Budget Preparation and Reporting •Prepare Annual Financial Statements and other mandatory Financial Management Reports •Perform duties and functions delegated to the Chief Financial Officer by the Municipal Finance Management Act and as delegated by Council and the Accounting Officer •Ensure Legislative, Regulatory, Policy, Practices and Standards compliance •Implement effective processes and support for the compilation of the Integrated Development Plan and Service Delivery and Budget Implementation Plan as well as production of Annual Budget •Strategically engage with Auditors and provide appropriate and timely responses to audit queries •Responsible for the execution and timely delivery of departmental outputs as outlined in the departmental SDBIP and CFO's Performance Contract. KEY COMPETENCIES [CORPORATE SERVICES]: •Lead and support the organisational development programmes and initiatives in line with the strategic vision of the SBDM •Lead and facilitate the development of systems and policies for managing administrative and secretarial services for supporting Council and its Committees •Lead and facilitate the development of overall HR Strategy that is aligned with the strategic vision of the SBDM • Ensure overall management of the Division: Human Resources, including budgets, performance, discipline, training and development, employment equity in conformity with relevant rules and procedures •Management of various auxiliary services. CLOSING DATE: FRIDAY, 29 MAY 2020 The successful candidate will report directly to the Accounting Officer and is responsible for both Strategic Financial Management and Corporate Services matters. Further, he/she will be employed on a five [5] year fixed term contract in terms of Section 56 of the Municipal Systems Amendment Act, read together with the Municipal Performance Regulations and the National Treasury Competency Regulations and Regulations on Appointment and Conditions of Employment of Senior Managers. A performance agreement will be entered into.
