• Dispute Resolution mechanisms.
• Knowledge of The Public Finance Management Act (PFMA); Preferential Procurement Policy Framework Act (PPPFA) and Treasury Regulations. Key Performance Areas: • Develop Legal Services strategic plan and effective management of targets and oversee its implementation. • Assess nature of issues involved in litigation matters. • Provide sound legal advice for the benefit of the organisation. • Identify trends in litigation which may affect the RSR. • Manage and direct litigation processes with external attorneys. • Conduct dispute resolution involving the Regulator both internally and externally. • Manage and conduct appeal hearings and disputes arising from regulatory compliance and enforcement processes. • Enforce regulatory compliance by operators. • Advise departments on ensuring compliance and enforcement of the RSR Legislative and Regulatory Framework. POST : TECHNICAL SPECIALIST: HUMAN FACTORS DIVISION : TECHNICAL SERVICES CENTRE : HEAD OFFICE (MIDRAND-WATERFALL) Required qualifications and experience: • A minimum qualification of Bachelor's Degree in Human Sciences and must be a Certified Professional with a Human Factors or Ergonomics recognised body. A minimum experience of eight (8) Years in Human Factors/Ergonomics with five (5) years' occupying a senior role. • A postgraduate qualification in Human Factors/Ergonomics will be ideal. Required Skills and Competencies: • Knowledge of Human Factor Management • Research knowledge and report writing skills • Knowledge of rail engineering and technology • In-depth Knowledge of the Human Factors Holistic Approach • Knowledge of auditing or inspection, and risk management Key Performance Areas: • Conduct new works and new technology development reviews in accordance with the regulatory standards and best practises. • Set change and monitor project plans in conjunction with the technical assessment and technology review manager. • Perform technical research and identify solutions to networks and new technologies. • Conduct safety permit technical assessments in accordance with regulatory standards and best practises. • Make recommendations on the level of compliance of operator safety permit applications. • Conduct permit technical assessment in accordance with regulatory standards and best practises. • Keep abreast of best practice/ engineering developments. • Perform studies with regards to identified railway safety risks. • Provide regular status updates on permit technical assessments to the Senior Manager: Technical Services. • Liaise with Regional Technical Manager to conduct verifications of permit data • Assist the Regional office with audits/inspections and investigations as and when required. • Conduct Occurrence Investigations. • Perform Accident Investigations standby function to ensure a swift first response. • Oversee and participate in RSR Boards of Inquiry. • Ensure that technical and train operations expertise is provided when required by other RSR departments and the industry.
