RAILWAY SAFETY REGULATOR (RSR) ALL POSITIONS ARE BASED IN THE WATERFALL, MIDRAND HEAD OFFICE
Responsibilities: • Establish and Implement an SCM strategy for the SCM Unit; • Design and drive the departmental operation plan; • Design and manage the implementation of SCM tools, policies and procedures; • Develop the SCM risk register; • Develop and maintain a management reporting framework; • Conduct procurement needs assessment and develop an annual procurement plan in consultation with users and submit as per statutory requirements; and • Oversee the management of the procurement of goods and services. POST: ACCOUNTS OFFICER DIVISION: FINANCE REPORTING: MANAGER: EXPENDITURE MANAGEMENT Required qualifications and experience: • A National Diploma or degree in Cost Accounting/Financial Accounting /Financial Management or related degree • Minimum of 3 years of experience in Finance and Accounting Minimum Required Skills and competencies: • Computer literacy; • Knowledge and experience in Financial Systems (PASTEL); • Knowledge of the Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA) and Treasury Regulations; • Thorough knowledge of Generally Accepted Accounting Practice (GAAP), Generally Recognised Accounting Practice (GRAP), International Public Sector Accounting Standards (IPSAS) and International Financial Reporting Standards (IFRS); and • Knowledge of financial management, policy and procedure development. Responsibilities: • Capture and review payments as per Expenditure Standard Operating Procedures; • Prepare payments for creditors (including matching of documentation and ensure the validity of invoices); • Capture supplier invoices in the accounting systems; • Prepare and capture journals; • Attend to all creditors' queries and enquiries; • Maintain a proper filing system for all creditors; • Ensure compliance with statutory and regulatory requirement; • Review and approve payments; • Assist in the preparation of National Treasury quarterly and annual templates; • Provide the information required for internal and external audit purposes; • Prepare and analyse the creditors' age analysis to be included in the relevant reports; • Reconcile the general ledger control accounts; and • Reconcile the system information (general ledger with asset register and VIP). POST: MANAGER: INTERNAL AUDIT (RE- ADVERTISED) DIVISION: INTERNAL AUDIT REPORTING LINE: CHIEF AUDIT EXECUTIVE Required qualifications and experience: • A minimum qualification of a B. Tech or B. Com Degree in Auditing / Accounting; • A postgraduate qualification or B. Com Honours in Internal Auditing/Accounting is preferred; • 5 years post articles audit experience, of which 3years must have been at a managerial level; • Auditing experience of 8 years or more is preferred, where at least 3 years is at a managerial level. The following will provide for an added advantage: • Experience in the management of ICT or performance audit engagements; • Three or more years of experience in risk management; • A postgraduate qualification in Information Technology; and • Professional certifications such as CIA, CRMA, CCSA, CISA. Additional requirements: • Knowledge of the Institute of Internal Auditor Standards and demonstrable knowledge of the application thereof; • Knowledge of auditing systems, internal control frameworks, corporate governance frameworks and risk management frameworks, specifically the Public Sector Risk Management Framework; • Knowledge of the Public Finance Management Act (PFMA) and Treasury Regulations; • Advanced knowledge of project management; and • Knowledge of other policy frameworks and regulations in finance, supply chain and ICT. Responsibilities • Participate in internal audit strategic activities; • Provide management support to the Chief Audit Executive (CAE) on the facilitation and coordination of internal audit activities; • Assist with the development of a risk-based strategic internal audit plan and annual internal audit plan based on the strategic and operational risks; • Manage and coordinate planning, execution and reporting of internal audits; • Monitor and facilitate reporting on internal audits; • Conduct final quality assurance of the work performed, audit file and audit reports before submitting to the CAE; • Ensure effective and efficient audits practices; • Ensure that planning for audit engagements is done quarterly in advance and resources are correctly allocated based on skills required and availability; • Manage a team of internal auditors including trainees; • Manage relationships with internal audit stakeholders - must be able to work well with a variety of personalities and balance multiple work priorities; • Coordinate work efforts between internal and external auditors to minimise duplication of work; and • Consult and advise on risk management, internal control and governance systems and processes as appropriate. POST: INTERNAL AUDITOR DIVISION: INTERNAL AUDIT REPORTING LINE: MANAGER: INTERNAL AUDIT Required qualifications and experience • A minimum qualification of a B Tech in Internal Auditing or B. Degree in Auditing/Accounting; and • A minimum of 5 years of auditing experience. The following serve as added advantages: • Experience in the performance audits; • Experience in ICT audits; • A postgraduate qualification in Internal Auditing or ICT; and • Professional certifications such as CIA, CRMA, CCSA, CISA. Additional Requirements: • Knowledge of the Institute of Internal Auditor Standards, risk management, auditing systems and Public Sector Risk Management Framework; • Knowledge of the Public Finance Management Act and related Treasury Regulations; and • Basic project management skills. Responsibilities: • Provide input into the development and alignment of the 3-year rolling audit plan and annual audit plan based on the strategic and operational risks; • Execute planned, special/adhoc, short-term and follow-up audit engagements; • Draft audit notification and engagement letters; • Develop system descriptions, audit working papers, informal queries, progress reports, quality draft audit reports that include value-adding recommendations and the audit file; • Arrange and attend opening and closing conference meetings with clients; • Manage allocated audit tasks; • Oversee and monitor tasks assigned to trainees; • Continuously identify opportunities for improving the internal controls; • Actively participate in consulting and advisory projects; and • Contribute to maintaining effective stakeholder relations.
