RAILWAY SAFETY REGULATOR (RSR) ALL POSITIONS ARE BASED IN MIDRAND HEAD OFFICE:
Minimum Required Skills and Competencies: • Understanding of King IV Code of Good Governance • Vast experience in minute taking • Experience as Board Secretariat • Change Management • Appreciation for maintaining confidentiality in all matters Key Performance Areas: • Provide guidance to the Board regarding their fiduciary rights, duties, responsibilities and powers • Keep abreast of all legislation, regulatory and corporate governance developments that may influence the organisation's operations and ensure that the Board is informed and considered when making decisions. • Ensure, where appropriate, that the standards and/or disclosures required by the relevant statutory and regulatory provisions, and where necessary, are reflected in the annual report; • Arrange, prepare and disseminate agendas and minutes of meetings of the board and subcommittee, as well as Management and Management Committees • Ensure that board decisions, action lists and memoranda are timely managed and adhered to; • Facilitate board members' induction and training; and formulate and communicate corporate governance strategies for the organisation. POST: SENIOR MANAGER: CORPORATE COMMUNICATIONS (FIVE YEAR FIXED TERM CONTRACT) DIVISION: MEDIA AND COMMUNICATIONS REPORTING LINE: EXECUTIVE MANAGER: MEDIA AND COMMUNICATIONS Required qualifications and experience: • A minimum qualification of B Degree in Communications / Public Relations / Journalism / Languages or any other related qualification. • Minimum of eight (8) years' experience with at least three (3) years at a management level. • Minimum Required Skills and Competencies: • Knowledge of stakeholder management; • Knowledge of change management; • Brand building and positioning; • Media relations; • Internal communications and employee engagement • Change management Key Performance Areas: • Develop and implement the corporate communications plan to enhance internal and external communication initiatives; • Implement best practice guidelines on all internal and external communication requirements and programmes. • Manage the production of written, audio and other communications materials, using a variety of formats and mediums, to ensure the highest level of quality. • Conduct research and develop content for all corporate publications, speeches, internal and external newsletters, etc. • Establish an editing service to ensure the quality of organisational content. • Develop guidelines for internal communications; Document best practices to showcase RSR's success to internal and external audiences; • Manage the development of content for the RSR's website, intranet and APP. • Drive employee change management and implementation through effective change communication programmes and initiatives. POST MANAGER: INTERNAL AUDIT DIVISION: INTERNAL AUDIT REPORTING LINE: CHIEF AUDIT EXECUTIVE Qualification Requirements: • A minimum qualification of B. Tech or B. Corn Degree in Auditing / Accounting; • A post graduate qualification or B. Com Honours in Internal Auditing/Accounting is preferred / desired; • 5 years post articles audit experience, 3 of which must have been at managerial level; • Auditing experience of 8 years or more is preferred where at least 3 years thereof is at managerial level. The following will provide for an added advantage: • Experience in the management of ICT or performance audit engagements will be an added advantage; • Three (3) or more years' experience in risk management; • Post graduate qualification Information Technology and • Professional certifications such as CIA, CRMA, CCSA, CISA. Additional requirements: • Knowledge of Institute of Internal Auditor Standards and demonstrable knowledge of application thereof; • Knowledge of internal control frameworks; • Knowledge corporate governance frameworks; • Knowledge of risk management frameworks; and • Knowledge of the Public Finance Management Act (PFMA) and Treasury Regulations. • Knowledge of other policy frameworks and regulations in finance, supply chain, ICT will be an added advantage. Additional Requirements: • Knowledge of Internal Auditing Standards; • Knowledge of Risk Management; • Knowledge of Auditing Systems; • Public Sector Risk Management Framework; • Preferential Procurement Policy Framework Act (PPPFA) and Treasury Regulations; and • Basic Project management skills. Responsibilities • Provide input into the development and alignment of the 3-year rolling audit plan and detailed annual audit plan based on the strategic and operational risks; • Execute planned, special / ad hoc and short-term and follow up audit engagements; • Draft audit notification and engagement letters; • Development of system descriptions, audit working papers, informal queries, progress reports, quality draft audit reports that include value adding recommendations and the audit file; • Arrange and attend opening and closing conference meetings with clients; • Manage own task allocation, oversee and monitor tasks assigned to trainees; • Continuously identify opportunities for improving the internal controls; • Actively participate in consulting and advisory projects; and • Contribute to maintaining effective stakeholder relations. POST COMMUNICATIONS SPECIALIST DIVISION: MEDIA AND COMMUNICATION REPORTING LINE: SENIOR MANAGER: CORPORATE COMMUNICATIONS Required qualifications and experience: • A minimum qualification of a National Diploma or B Degree in Communication / Public Relations / Journalism or any related qualification. • Minimum of five (5) years' experience in a communication environment with responsibility for communications and content development. Minimum Required Skills and Competencies: • Methodical planning and organising of tasks; • Knowledge of stakeholder management • Capability of building the brand internally and externally • Attention to detail and highly creative • Internal communication Key Performance Areas: • Develop the scope, theme ideas and content for corporate publications and internal and external newsletters; • Coordinate and source content for various communications platforms; • Develop and maintain the publishing schedule for corporate publications and newsletters. • Manage the planning, research and structure of articles and content for profiling initiatives. • Conduct research in order to compile draft media statements. • Conduct electronic media monitoring. • Ensure an active social media presence • Provide real-time communication on social media • Alert relevant stakeholders of emerging trends and potential reputational damage POST: PAYROLL OFFICER DIVISION: HUMAN RESOURCES DEPARTMENT CENTRE: HEAD OFFICE REPORTING LINE: SENIOR MANAGER: EMPLOYEE SERVICE BENEFITS Required qualifications and experience: • A minimum qualification of Bcom Degree in Payroll Administration Degree or Diploma in Human Resources/ Industrial Psychology or Finance field. • Sage 300 or Sage People formal training & VIP Premier experience • Excel advanced training certificate • A Minimum of five (5) years' experience in the Finance environment or Human Resources processing salary related administration.
