RAILWAY SAFETY REGULATOR (RSR)
Key results areas: •Plan, organise and control the CT infrastructure management requirements •Monitoring of all RSR related CT infrastructure, including internal and external hosted servers, networks and security according to best practice and CT Policy •Ensure that the CT infrastructure remains up to date and relevant regarding technology developments and trends •Provide assurance that a secure and reliable network and infrastructure are maintained • Design, develop, implement and maintain the ICT policies and procedures according to best practice •Oversee the provision of system configuration, maintenance and installation •Ensure that the CT technicians attend to queries and faults timeously •Develop a plan to address root causes of CT problems, diagnose and resolve accordingly • Provide specifications for procurement of ICT infrastructure, hardware and software •Ensure that suppliers deliver on the requirements of contracts •Manage employee performance and identify training needs. CENTRE: HEAD OFFICE REGULATORY PLANNING SPECIALIST DIVISION: SAFETY MANAGEMENT REPORTING LINE: SENIOR MANAGER: REGULATORY PLANNING Required qualifications and experience: •A minimum qualification of a Bachelor's degree in Engineering or a related field •A minimum of five (5) years experience within railway operations and/or a railway operational safety management environment. Required skills and competencies: •In-depth knowledge of auditing principles and procedures related to compliance monitoring •Sound knowledge of risk assessments, risk assessment principles and techniques •Sound knowledge of railway safety legislation and standards (ISO/SABS) •In-depth knowledge of railway operations. Key result areas: •Responsible for and a custodian of the Railway Safety Regulator's regulatory tools, inclusive of regulator and national standards •Ensure that the RSR Inspectors understand and know how to apply the standards • Facilitate the publishing and distribution of new and revised regulations, determinations and standards in line with communication procedures •Liaise with the Department of Transport to facilitate the gazetting of regulations •Act as the custodian of SMS and RSR determinations conducting ongoing research regarding international best practices in terms of railway safety management •Regularly review RSR standards in line with prescribed timelines •Ensure adequate specialists and inspectors training interventions are appropriately planned and executed. CENTRE: HEAD OFFICE INTERNAL AUDITOR DIVISION: INTERNAL AUDIT REPORTING LINE: MANAGER: INTERNAL AUDIT Required qualifications and experience: •A minimum qualification of a National diploma in Internal Auditing or a Bachelor's degree in Auditing/Accounting •A minimum of 4 years auditing experience •Experience in Risk Management, CIA, CCSA, CISA will be an advantage. Required Skills and Competencies: •Knowledge of Internal Auditing Standards •Knowledge of Risk Management • Knowledge of Auditing Systems •Public Sector Risk Management Framework •Preferential Procurement Policy Framework Act (PPPFA) and Treasury Regulations •Basic project management skills. Essential Responsibilities: •Assist the Manager: Internal Audit with the development of the Audit Plan •Implement relevant frameworks and policies •Conduct internal audit reviews as per the approved Internal Audit Plan •Perform audit tests and prepare working papers in accordance with professional internal audit standards and methodology • Prepare internal audit reports to communicate audit results •Develop audit recommendations for improving internal controls •Participate in the RSR combined assurance activities •Assist with the implementation of the quality assurance improvement programme •Contribute to maintaining effective stakeholder relations. CENTRE: COASTAL REGION: WESTERN CAPE RSR DRIVER Required qualifications and experience: •A minimum qualification of a Grade 12 •A valid Code 08/10 driver's licence • A minimum of 3 to 5 years of driving experience •Clean driving record and strong work ethics. Required skills and competencies: •Excellent verbal communication •Self-assured and confident •Good telephone etiquette •Ability to conduct general duties as and when required. Key result areas: •Render driver duties in support of the Region's responsibilities such as the delivery and collection of documents •Transport officials and stakeholders to and from the airport or any other destination as required •Manage incoming and outgoing mail and documents •Collect mail, newspapers and order papers in the morning and afternoon, distribute and collect documents to and from agencies and other departments •Keep a register of incoming and outgoing mail/documents •Render assistance in the execution of functions attached to the registry, preparation of mail for distribution, and update the logbook daily •Collect refreshments for meetings as required •Ensure that vehicles are clean at all times •Manage the distribution of vehicles in the region as and when required by the regional/head office employees •Monitor the disinfection of the vehicles •In liaison with the Facilities Management Office based at the Head Office, ensure that vehicles are serviced when required to do so.
