PROPERTY PRACTITIONERS REGULATORY AUTHORITY (PPRA) MANAGER: EDUCATION, PROFESSIONALIZATION AND CONTINUING PROFESSIONAL DEVELOPMENT (CPD) Head Office • Five-year fixed-term contract OVERALL RESPONSIBILITY: Responsible for the development and implementation of plans, systems, processes, procedures and policies in ensuring the implementation of Education and Professionalization programmes for current and aspirant Property Practitioners. Also responsible for the development and implementation of continuous professional development programmes for current Property Practitioners. REQUIREMENTS: • Bachelor’s Honours degree in Education or equivalent NQF level 8 • Minimum of eight years’ working experience, five of which must be at a management level in an educational environment • Good background knowledge and understanding of Government policy and legal compliance issues in the public sector • Good understanding of Education and Training frameworks, policies and procedures, i.e. SAQA, NQF, etc. • Understanding of legislation applicable to PPRA, i.e. FICA, PFMA and PPA • Sound understanding of the property industry and business environment • Emotional intelligence, leadership, values and integrity. KEY RESPONSIBILITIES: • Lead the development and implementation of Education, Training and PDE Programmes • Develop and ensure the implementation of CPD and Accreditation policies, procedures and processes • Develop and ensure the implementation of PDE programmes policies, procedures, processes and guidelines • Develop and ensure implementation of the PPRA Education and PDE framework • Ensure the alignment of PPRA Education and PDE training standards with SAQA requirements • Ensure the development of PDE curriculum aligned with the developed framework • Develop CPD training material and learning standards and ensure that the standards are in alignment with the SAQA requirements • Liaise with Licensing and Registrations and ensure that certificates are issued to the successful candidates • Develop an operational plan aligned with the PPRA Strategy and PPRA mandate • Manage the communication flow between the different functions in the department and across functions in the Education, Professionalization, CPD Unit • Facilitate and maintain effective stakeholder and business relationships through appropriate relationship building, networking and reporting activities. COMPANY SECRETARY Head Office • Five-year fixed-term contract OVERALL RESPONSIBILITY: The Company Secretary reports directly to the Board Chairperson and administratively to the Chief Executive Officer. The role is responsible for managing and implementing required processes to ensure that the PPRA Board complies with governance, legal and statutory requirements and all applicable codes. The Company Secretary keeps the Board informed of their statutory and fiduciary responsibilities and ensures effective administration and co-ordination of Board activities. The role of the Company Secretary also entails the provision of advice on Board procedures and compliance to requirements. MINIMUM REQUIREMENTS: • Candidates must possess a Bachelor of Laws (LLB) degree (NQF 8) and a CIS or equivalent qualification • A Master’s degree or equivalent qualification in either Business Administration or Corporate Governance will be an added advantage • Registration with the Chartered Governance Institute of Southern Africa will be advantageous • Minimum ten years’ working experience, three years of which must be at a management level and at least three years Company Secretarial experience • Functional knowledge and application of the Public Finance Management Act, Company’s Act, King IV and National Treasury Regulations • A proven track record within a broad corporate secretariat and legal environment • A good understanding of the Government structures and the relationships between Government (as a Shareholder) and public entities • Functional knowledge and application of Board governance and administration and governance best practice • Good Interpersonal, communication and organising skills • Report writing, research and presentation skills • Stakeholder orientation • Adherence to organisational values and an unquestionable integrity are non-negotiable. KEY RESPONSIBILITIES: • Develop an Operational plan at Secretariat functional level aligned with PPRA Mandate and Strategy • Develop and maintain appropriate governance framework and tools, i.e. the Boards Charter, Code of Conduct / Ethics, Induction Manual, Policy and Procedure documents, King IV Governance checklist, Board Annual Plans and Corporate Plan • Convene and manage all the Board, Sub Committees and internal committee meetings. Ensure continuous Board development through corporate governance workshops • Ensure timeous and proper preparation and distribution of minutes, resolutions and, action items from the Board and subcommittee pack meetings. Develop a record management system. Monitor the implementation of the Board resolutions • Discharge an advisory role to the Board on statutory and Corporate Governance requirements • Ensure that all statutory reports are submitted to the Board • Act as a conduit between the Board of Directors and the Accounting Officer • Identify and manage risks in area of responsibility • Ensure timely budgeting, monitoring, variance analysis and reporting • Ensure that planning takes place, that specifications are developed timeously and that there is compliance with supply chain prescripts • Evaluate and monitor the unit’s expenditure • Ensure that all expenses incurred by the unit are in line with the PFMA and accounted for. OFFICER KNOWLEDGE MANAGEMENT Head Office • Permanent OVERALL RESPONSIBILITY: The role is responsible for the implementation and monitoring of knowledge management and innovation strategies and activities to support the achievement of PPRA’s information management objectives. It includes liaison with relevant stakeholders involved in research and other relevant processes. REQUIREMENTS: • A National Diploma NQF level 6 in qualification in i.e Marketing, Communications, Project Management or Business Administration • Minimum two years’ working experience in a similar environment • Knowledge of the PPRA regulatory framework and environment • Excellent customer service • Excellent written and verbal communication skills • Experience in project management • Computer literacy in MS Office (Word, Excel, PowerPoint, Outlook and Internet Explorer) at an intermediate level. KEY RESPONSIBILITIES: • Serve as the centre for distribution and safe guarding of information and knowledge for the organisation • Benchmark and research latest developments in knowledge management and consult with other professionals to share best practices to improve knowledge management programmes • Implement and improve compliance to norms and standards for information and knowledge management within the organisation • Preserve and maintain both ARCHAIC (Archives) and Contemporary information and knowledge of the organisation for reference • Serve as the centre for distribution and safe guarding of information and knowledge for the organisation • Implement and maintain some interactive and electronic databases and record keeping mechanisms for PPRA • Gather feedback from stakeholders to improve and optimise service delivery • Implement and maintain some interactive and electronic databases and record keeping mechanisms for PPRA. DEBTORS AND RECOVERY MANAGER Head Office • Permanent OVERALL RESPONSIBILITY: The Debtors and Recovery Manager is responsible for ensuring that debtors on any outstanding debts towards the fidelity fund are recovered. The incumbent in this position liaise with the Finance Manager to ensure that Fidelity Fund books are well managed and organized according to PPRA’s financial policies. REQUIREMENTS: • Bcom Degree in Accounting or equivalent • Honours degree in Finance /Accounting will be an added advantage • Minimum 4 years’ working experience, 3 of which must be at supervisory level • Minimum 3 years’ experience in managing debtors’ books and reporting • Minimum 3 years’ experience in debt collection • Advanced excel experience • Ability to report and manage age analysis • Experience in customer services • Experience in the Finance Department • Legislation applicable to PPRA (PFMA, GAAP, KING IV, TAX, GAAP & GRAP, IFRS) • Good background knowledge and understanding of government policy and legal compliance issues in the public sector • Demonstrable, successful project management abilities • Understanding of the PPRA policies and procedures • Research, presentation, facilitation and organizational skills • Stakeholder and results orientated. KEY RESPONSIBILITIES: • Develop and maintain debtors and recovery enhancement plan • Ensure that all debtors collection activities are performed in accordance with all relevant legislation and national policies, regulations, frameworks and guidelines • Ensure that all debts are collected within specified timeframes • Ensure that all monies recovered is calculated timeously • Ensure that all debts recovered is accounted accurately in the records of the Authority • Prepare monthly feedback reports on debtor repayments • Manage and check that payments are made to suppliers within set requirements • Effectively manage all debts recovered from all products and services i.e.; * All outstanding fees payable by Property Practitioners annually * Any other monies accruing to the Fund from any other source • Monitor the receipt process in terms of all debts collected • Ensure the accuracy, validity and completeness of the debtors age analysis of the PPRA • Ensure that revenue/ invoices processed in the clients' accounts are accurate. REMUNERATION: Market-related remuneration will be negotiated with the successful candidate.
