PRIVATE SECURITY INDUSTRY REGULATORY AUTHORITY (PSIRA) The Private Security Industry Regulatory Authority (PSiRA), with its head office in Pretoria, is the statutory body regulating the private security industry in South Africa. PSiRA is looking for dynamic, experienced and suitably qualified professionals to take up the following senior management positions. It is the intention of the Authority to promote equity and merit through the filling of these position. SENIOR MANAGER: FINANCE AND ADMINISTRATION All-inclusive package of R 1 158 321 per annum (Pretoria: Centurion)
KEY PERFORMANCE AREAS: STRATEGIC MANAGEMENT: ● Ensure effective implementation of the annual business plan of the Finance and Administration Department ● Ensure timeous finalisation of the Department’s budget ● Ensure development and implementation and continuous review of a policies which informs practices in the Finance and Administration Department environment ● Ensure that quarterly and annual reports are compiled and submitted on time ● Oversee and coordinate Internal and External Audit. FINANCIAL AND MANAGEMENT ACCOUNTING: ● Implement and maintain appropriate mechanisms to timeously respond to the changing needs for financial information, and interpretation thereof● Rendering technical advice to the Deputy Director: Finance and Administration (CFO) and related committees when required ● Facilitate the arrangements of audits and ensure that the response of queries are addressed timeously ● Meet the reporting requirements and standards under the PFMA ● Implements and maintains an effective cash management system ● Develops and manages an effective payment system ● Reviews monthly and quarterly financial reports and Annual Financial Statements. Preparation and submission of the Interim and Annual financial statements to the relevant authorities ● Coordinate the budgetary process and provide tactical guidance for all budgetary requirements and propose solution to curtail over and under expenditure ● Analyses expenditure against the budgets and proposes solutions to curtail over and under expenditure ● Provides tactical guidance for all budgetary activities ● Designs, develops and implements budget processes for PSiRA ● Provides budget management, control and guidance. ACCOUNT RECIEVABLE: ● Ensures all revenue due to the entity is duly collected ● Manages and monitors the finance sustainability model ● Develop strategy to improve collection of revenue ● Oversee the billing to ensure completeness and accuracy of revenue. SUPPLY CHAIN MANAGEMENT: ● Demand and supply management ● Oversee the process of ensuring that all of the supply chain management functions (demand, acquisition and logistics management) are properly maintained and executed with the applicable guidelines and thresholds ● Advise line managers/functions on procurement matters, practices and specifications ● Develop and facilitate the implementation of the supply chain management system consistent with legislative and other good governance arrangements ● Assist with reviewing bid requisitions/proposals for completeness and correctness prior to the publication thereof and ensure that contracts / service level agreements are maintained for all goods or services supplied on contract ● Ensure that the supplier database is properly maintained. ASSET AND FACILITIES MANAGEMENT: ● Manages, safeguards and maintains assets through stocktaking, reporting and reconciling of all assets ● Manages disposal of redundant, obsolete, unserviceable movable assets e.g. office furniture and equipment ● Ensure compliance with all relevant Assets Management policies ● Oversee PSiRA Assets register to ensure completeness and accuracy ● Manage existing daily preventative and routine maintenance of PSiRA immovable properties ● Responsible for management of all construction and continued renovation of spaces according to PSIRA needs ● Liaise and collaborate with all role players internally and externally on maintenance, renovation and construction. PEOPLE MANAGEMENT: ● Sets performance objectives for employees ● Ensures that all employees have signed performance agreements ● Conducts staff performance appraisals on regular basis ● Puts together action plans to address poor performance ● Identifies training needs of all employees. REPORTS MANAGEMENT: ● Reviews all financial reports ● Reports on financial health of business units at regular intervals● Provides an overall financial analysis to the Deputy Director Finance and Administration (CFO).
