Dr Pixley Ka Isaka Seme Local  Municipality is a grade three (03) municipality with its seat in Volksrust hereby invites applications from suitable qualified candidates who are committed, self-driven, motivated, service delivery driven and high performing professionals/practitioners for the positions of:
 

 
1. MANAGER: PUBLIC PARTICIPATION
FIXED TERM LINKED TO THE POLITICAL OFFICE BARRIER
Department of the Municipal Manager
REMUNERATION: R534 980.00 PER ANNUM (ALL INCLUSIVE PACKAGE).
 
HIGHER EDUCATION QUALIFICATION: Bachelor Degree / National Diploma in Public Administration or Equivalent qualification (NQF Level 6).
 
WORK RELATED EXPERIENCE: • 5-6 years’ Experience in Community Development activities and Ward Committees
 
KNOWLEDGE: • Computer Literacy (Micro Soft Office software) • Understanding of Local Government Legislations and Council Policies
 
SKILLS REQUIREMENTS: • Interpersonal skills • advanced problem solving skills • strong conflict management and negotiation skills • advanced written and verbal communication skills and planning skills.
 
ADDITIONAL REQUIREMENTS: • Valid Code B (08) or EC1 (10) driver's licence.
 

 
CORE FUNCTIONS: • Manage budget and logistics in the Office of the Speaker • Compilation of Councils reports for various Committees, forums and meetings • Provide administrative and logistical support to full-time and Ward Councillors • Stakeholder relations • Administrative support for Ward Committees and Coordination of CDWs • Coordinate programmes of the Office of the Speaker. Manage Councillors affairs including training, development and support • Participate in all Public Participation structures • Manage stakeholders and stakeholder data • Conduct public education.
 
 
 
 
 
2. PMU TECHNICIAN (03 YEARS FIXED TERM CONTRACT)
Department of Infrastructure & Engineering Services — PMU Section
REMUNERATION: R503 450.58 PER ANNUM (ALL INCLUSIVE PACKAGE).
 
HIGHER EDUCATION QUALIFICATION: Bachelor Degree / B Tech / National Diploma in Civil Engineering or Equivalent qualification in Civil Engineering.
 
WORK RELATED EXPERIENCE: • Minimum of 02 years • Relevant experience in Project Management
 
KNOWLEDGE: • Computer Literacy (Micro Soft Office & particularly in Project Management specialist software) • Knowledge of Municipal Infrastructure Grant and IDP will add as advantage.
 
SKILLS REQUIREMENTS: • Good Communication skills • planning, monitoring skills and Project Administration skills.
 
ADDITIONAL REQUIREMENTS: Valid Code B (08) or EC1 (10) driver's licence.
 
CORE FUNCTIONS: • Technical support and evaluation of proposed projects in alignment with the respective municipal IDP's and the regional & provincial growth and development plans • Project-manage the labour intensive projects in line with the EPWP framework and the related reporting requirements • Arrange regular project progress meetings • Ensure compliance of all legal aspects and conditions, required from different spheres of government • Conduct site visits/meetings to ensure compliance to business plan conditions. Manage cash flows and committed project expenditure • Verify payment certificates and preparation of monthly payment schedule documentation. Maintain project performance data on national database.

Completion of the approved municipal assessment process coupled with vetting of qualifications, criminal record and previous employer checks will be conducted on all short-listed candidates. It is the applicant's responsibility to have foreign qualifications evaluated by the South African Qualifications Authority (SAQA). The successful candidate will have to sign an employment contract.
