JOB SUMMARY As the Procedural Adviser: House Plenaries, you will play a crucial role in the provision of procedural advice and guidance related to plenary sittings of the National Assembly in line with its constitutional mandate. The Secretary to the National Assembly, assisted by procedural staff, is the adviser to the Speaker and other presiding officers, and to Assembly members generally, in relation to proceedings of the Assembly. Procedural Adviser: House Plenaries forms part of the team that deals with House Direct Support matters, including the provision of accurate written records of formal decisions and proceedings of the National Assembly; procedural advice to internal (House) committees is provided; that rules, motions, and other procedural documents are drafted in support of smooth house proceedings, that statutory obligations of the Assembly are processed, including those related to membership of the Assembly and that institutional memory on procedure is maintained. You will work closely with Members to advise/provide guidance on complex issues related to parliamentary procedure. You require a thorough grounding in the constitutional, legislative and rules frameworks which guide the work of the National Assembly. In executing your responsibilities, you will contribute significantly to the effectiveness and integrity of the work of the National Assembly and its members as the elected representatives of the people of South Africa.
