DUTIES: KEY PERFORMANCE AREAS Manage Supply Chain key processes (In-bound, Outbound, Inventory, Stores, Operational Planning, Core Management, Order Management and Reporting efficacy) to ensure a dependable and efficient Supply Chain Operations. Establish a robust, reliable and policy compliant control environment. Maintain effective bid committees established with clearly defined roles, functioning in accordance with applicable legislative requirements Be a catalyst in the centralisation and functionality of the SCM. Set preferential procurement goals determined in accordance with SMC Policy and Procedures and compliant with applicable legislative requirements Develop and oversee the implementation of the Municipal asset disposal plan Develop and oversee the implementation of a SCM performance management. Develop a highly centralise control SCM environment and quality management. Analyse operational trends and develop corrective action plans. Address supply chain failures promptly to ensure operational stability and develop corrective action plans Prepare and manage an annual operating plan that will include an annual tender for expeditious procurement. 2. VACANCY: MANAGER: BUDGET AND TREASURER ON TASK GRADE 15 OF A CATEGORY 3 LOCAL AUTHORITY (SALARY SCALE: R 470 887 – R 611 241 p.a.) Applications are invited from persons who consider themselves suitably qualified for the above position. A successful candidate will report directly to the “Director Financial Services”. MINIMUM REQUIREMENTS: Grade 12 plus a 3 years NDiploma/BCom-Degree in Accounting or equivalent. Minimum of 3 to 5 years’ working experience in Finance environment and Budget Section. Experience in Local Government Finance will be an added advantage Must have completed or studying towards minimum competency (in line with Government Gazette No.37432. Must be in possession of a Valid driver’s licence minimum Code B. Code B driver’s license without any endorsement, Be prepared to work long hours, weekends in line with the BCEA. No criminal record. ESSENTIAL KNOWLEDGE AND SKILLS: Sound planning and organizational skills Knowledge of GRAP, MFMA and Treasury Regulations Excellent communication, research, presentation and writing skills Advanced Excel skills. Financial Management Analytical and Strategic thinker Good human relations to interact with personnel and public Ability to act independently Financial Orientation Accounting skills and ability to work both independently and as a team player Knowledge of MSCOA business reform DUTIES: KEY PERFORMANCE AREAS: Management and Supervision of staff Compile MFMA monthly, quarterly and mid-term reports Compile Annual Financial Statements, and in-year Financial Statements Oversee preparation of supporting working paper files Respond to internal and external audit queries Compile action plans on internal and external audit queries. Compile the institutional budget in collaboration with relevant directorate. Provide information to all stakeholders. Provide internal and external financial management support. Co-ordinate budget steering committee meetings with all respective stakeholders. Ensure on time compilation of a balanced MTREF budget. Attend public meetings, and address all budget related queries when necessary. Ensure on time mid-year budget and performance assessment. Manage and control revenue and expenditure within the limits of an approved budget. Compile monthly reports for the Executive Committee and or Council or finance portfolio committee. Oversee implementation of mSCOA Perform other duties as may be delegated by the CFO.
