Talent Management • Ensure that efficient and effective advice and support is provided to National Bargaining Forum (NBF) members. • Oversee the nomination process of new members and ensure all appointment letters of new members are M place. • Ensure compliance with requirements. Legal statutory requirements and other legal liabilities related to employment. • Forward thinking, relevant and compliant to NHBRC policies and procedures. • Ensure that benchmarks conducted within the National Bargaining Forum is withal the environment the NHBRC operates in. • Approved nomination process. Governance, Compliance, Risk and Audit • Provide proper and timely reports to the Employee Relations Specialist on the state of the National Bargaining Forum (NBF), together with aspects requiring improvement accompanied by the Committee's recommendations to address such issues. • Ensure Conditions of Service policies and al otter relevant polities are adhered to during National Bargaining Forum (NEF) meetings in the with relevant legislature. • Ensure compliance with relevant legislation and ensure good corporate governance. • Perform any other duties of the National Bargaining Forum as specified in the terms of reference/Memorandum of Agreement of the committee. • Quarterly Chairpersons Report. • Audit Risk Report COMPETENCIES Knowledge • In-depth knowledge of the Employment Equity Act, Skills Development Act Labour Relate. MINIMUM REQUIREMENTS 1.1. Be in possession of a Bachelor's Degree in Labour Relations/Labour Law 1.2. Post Graduate Degree in Human Resources or Business Administration will be an added advantage. 1.3. The ideal and date should have eight (8) to ten (10) years senior management experience gained from Strategic Management, Labor Relations, Human Resource Management, Risk Management preferably in the public service. 1.4. Previous experience of serving as a Chairperson of a committee. 1.5. The ideal candidate must be an independent external person, with excellent knowledge of the Corporate Governance. Pubic Finance Management Act and Treasury Regulations and Pubic Sector Management Framework 1.6. In-depth knowledge of the Employment Equity Act, Skills Development Act, Labour Relations Act. Basic Conditions of Employment Act and all applicable labour legislation. 1.7. Additionally, the suitable candidate must be able to demonstrate the following competencies: • Ability to work with large and diverse groups. • Sustain participation: Manage their own conduct and that of the groups with which they work. • Conflict Management • Use a cede range of Mk management tools and techniques. • Guide groups to realistic outcomes.
2. DUTIES 2.. The National Home Builders Registration Council’s National Bargaining Forum (NHBRCNBF) is an employer-employee forum responsible for the negotiation and conclusion of collective agreements and other matters assigned to it in terms of its Constitution. 22. The NHBRC NBF Chairperson will be appointed to guide and lead the committee in WU rig its mandate which includes: a) Provide strategic leadership in all National Bargaining Forum meetings. b) Develop strategies and roadmaps to ensure efficient and effective meetings for the successful delivery of solutions. c) Ensure agendas are drawn up for National Bargaining Forums meetings based on submissions from members. d) Keep up beast of all signed documents and financial requirements for the committee. e) Lead the committee in conducting its activities in terms of the Public Sector Framework, PFMA and King IV Report on Corporate Governance. f) Ensure all actions items resolved upon by the committee are followed up. g) Ensure that efficient and effective advice and support is provided to National Bargaining Forum (NBF) members. h) Oversee the nomination process el new members and ensure all appointment letters of new members are in place. i) Ensure compliance with requirements. Legal statutory requirements and other legal liabilities related to employment j) Forward thinking, relevant and compliant to NHBRC policies and procedures. k) Ensure that benchmarks conducted within the National Bargaining Forum, is within the environment the NHBRC etiolates in. I) Provide proper and timely reports to the Employee Relations Specialist on the state of the National Bargaining Forum (NBF), together with aspects requiring improvement accompanied by the Committee's recommendations to address such issues. m) Ensure Conditions of Service policies and all other relevant policies are adhered to during National Bargaining Forum (NBF) meetings in line with relevant legislature. 3. TERM OF APPOINTMENT 3.. Appointment will be made for a period of three (3) years. 3.2. The Chairperson may not serve more than two terms. 3.3. This is not a fulltime appointment. 3.4. The NBF has four statutory meetings per annum and additional meetings may be convened by the Chairperson as deemed necessary, by the Committee and/or Accounting 4. REMUNERATION 4.1. Compensation will be in accordance with rates as determined by National Treasury as well as the approved NHBRC Remuneration Policy and Procedure. 4.2 Schedules in this regard are issued annually with specific hourly or daily rates. All other refundable expenses are based on the NHBRCs related policies in line with the National Treasury guidelines.
