NATIONAL CONSUMER TRIBUNAL CALL FOR AN ICT GOVERNANCE COMMITTEE MEMBER FOR THE NATIONAL CONSUMER TRIBUNAL (3 YEAR TERM) The National Consumer Tribunal (The Tribunal) was established in 2006 in terms of section 26(1) of the National Credit Act, No. 34 of 2005. The National Consumer Tribunal is an independent adjudicative body with jurisdiction throughout the Republic. Its purpose is to adjudicate on credit and consumer related matters provided for in the National Credit Act (NCA) and the Consumer Protection Act (CPA), and to rule on alleged contraventions of these Acts. The Tribunal invites all qualified and interested persons to serve as Members of the ICT Governance Committee for the National Consumer Tribunal.
Candidates may apply personally or be nominated by another. Nominated candidates need to indicate their acceptance of the nomination to serve on the ICT Governance Committee. KEY RESPONSIBILITIES: The ICT Governance Committee is an oversight function and works in an advisory capacity to the Ac Governance Committee is therefore guided in its work by an approved charter. The following key responsibilities can be expected: • Recommend ICT Strategy and Plan; • Make recommendations on any difficulties experienced on ICT Projects; • Review any ICT items/documents requiring approval by the Accounting Authority; • Make recommendations to Accounting Authority on ICT matters; • Ensure that the ICT unit is aligned with the performance and sustainability objectives of the Tribunal; • Monitor and Evaluate significant ICT expenditure; and • Ensure that the Tribunal's information assets are managed properly counting Authority. The ICT REMUNERATION: Remuneration will be according to the hourly tariffs that are published annually by the South African Institute of Chartered Accountants (SAICA) in conjunction with the Auditor-General of South Africa and referred to as the AG rates. REQUIREMENTS: The interested candidate must have the following minimum qualifications: • A relevant/appropriate qualification in Audit and Risk with extensive knowledge and experience in this field; • 5 —10 years' experience in the areas of Audit and Risk at a senior management level or executive level; • Affiliated with the South African Institute of Chartered Accountants (SAICA) or the Institute of Internal Auditors (IIA); • Experience of serving on audit committees; • Extensive experience in Audit and Risk governance and best practices; • Good understanding of corporate governance and up to date knowledge of King Codes of Corporate Governance; • Good working knowledge of Risk, Internal Controls and Combined Risk Assurance; • Good understanding of Integrated Reporting; and • Good working knowledge of IFRS • Strong interactive and influential skills; • Thorough understanding and knowledge of public entities and regulatory issues; • Excellent people skills; • The best interest of the Tribunal at heart, and must display the highest levels of integrity; • Sufficient time available to attend Committee meetings; • Independence and objectivity. KEY RESPONSIBILITIES: The Audit and Risk Committee provides independent oversight over governance, risk management and control processes at the NCI; which include oversight and responsibilities relating to: • Internal Audit; • External Audit; • Accounting and reporting; • Accounting policies; • Review of the AGSA's Management and Audit Reports; • Review of In-year Monitoring Reports; • Risk Management; • Internal control; • Pre-determined objectives; • Ethics and forensic investigations; • Finance, Compliance and ICT; and • Fraud reporting.
