KEY PERFORMANCE AREAS: • Competence in Self-Management (setting and agreeing on service delivery standards) • Interpretation of and implementation within the legislative and National policy frameworks • Knowledge of developmental Local Government • Knowledge of Performance Management and Reporting • Knowledge of Global and South African specific political, social and economic contexts • Competence in policy conceptualisation, analysis and implementation • Knowledge of more than one functional Municipal field/discipline • Negotiation and conflict resolution skills (Mediation and Arbitration) • Competence as required by other National Line Sector Departments • Skills in Governance, Public mobilisation and participation • Exceptional and dynamic creativity to improve the functioning of the Municipality. KNOWLEDGE: • The ability to contribute to service delivery systems of a complex nature and to manage the achievement of Municipal strategies and goals • To formulate and influence short, medium and long term service delivery plans to deliver on Municipal strategies and goals • To provide supportive leadership to the Accounting Officer and Senior Management team • To develop and maintain strategic alliance with various stakeholders • To guide the management of an effective, economic and efficient finance function, supported by effective financial management • To forecast revenue and expenditure and assess the impact thereof • To commission and operate financial systems • To maintain sufficient working capital (cash flows/short term liquidity) to meet the needs of the Municipality • To manage the budget preparation and implementation process and provide technical expertise in this regard • To support and implement good Governance in the area of responsibility • To implement and manage the financial and performance reporting process of the Municipality • To undertake risk, change and guide the management of such • To support arid contribute to the formulation of policy and By-Laws by the Municipality Council • To implement, manage and oversee the implementation of legislation and policy within the area of responsibility • To manage and oversee a fair, equitable, transparent, competitive and cost effective SCM function • To support the audit process in order to obtain the optimum level of assurance from the Auditor-General • Advanced knowledge and understanding of relevant policy and legislation • Ability to be an innovative and strategic leader • Must have extensive knowledge of the Public Office environment • Risk, change management, program and project management • Good practical knowledge and understanding of Municipal Financial Management Act (MFMA) and all relevant regulations • Good practical knowledge of Generally Recognised Accounting Practices (GRAP). The successful candidate will be required to sign an Employment Contract; Performance Agreement and also disclose their financial interest. In terms of Municipal Government: Municipal Finance Management Act 2003 - Exemption from Regulations 15and 18 of Municipal Regulations on Minimum Competency Levels 2017. In a case of a new appointee, the official must attain the minimum competency level in the unit standards for each competency area within 18 months from the date of appointment.
